About this opportunity

The University of Wisconsin-Madison is seeking a self-operated coffee franchise partner to manage coffee services across four campus locations, including Memorial Union, Union South, Capital Cafe in the Business School, and Chazen Art Museum. The procurement involves a licensed partner location and three "we proudly brew" operations, with current annual revenues of approximately $2.36 million and over 15,000 daily transactions serving around 75,000 individuals. Proposals will be evaluated using a 1,000-point scoring matrix, with 850 technical points assessing areas such as training, operational support, marketing programs, products, sustainability, space and equipment, timetable, price and profitability, and value-added services. The technical evaluation requires a minimum threshold of 575 points to be considered for the cost proposal, which comprises the remaining 150 points. Key dates include a May 13, 2019 deadline for written questions, with answers provided by May 15, 2019, and a proposal submission deadline of May 29, 2019 at 2:00 PM CDT. Evaluations and oral presentations are scheduled for June 10, 2019, with award notification expected on June 17, 2019.

The contract term will run from July 1, 2019, through June 30, 2024, with a potential five-year renewal option through June 30, 2029, subject to mutual agreement. Minority Business Enterprises and Disabled Veteran-Owned Businesses may receive a 5 percent scoring preference, potentially providing a competitive advantage. Proposers must submit a mandatory franchise agreement copy and maintain worker's compensation insurance and commercial general liability coverage with minimum $1,000,000 limits. The University does not guarantee minimum purchase quantities and reserves the right to terminate the contract with 30 days' notice. Pricing terms include firm prices for 30 calendar days after proposal opening, with price increases limited to documented industry-wide cost increases and subject to University rebidding rights. All University departments will be eligible to purchase from the resulting contract, potentially expanding the opportunity's reach and value beyond the initial four locations.
