About this opportunity
Kissimmee Utility Authority is soliciting quotations for SEL 451 Protection, Automation, and Bay Control System relays and SEL 751 Feeder Protection Relays, with quotations due August 24, 2026 at 2:00 p.m. This is a sole-source procurement; KUA has determined that Power Connections, Inc. is the only known authorized source capable of supplying the required relays, as Schweitzer Engineering Laboratories, Inc. has confirmed Power Connections is its exclusive authorized distributor for Florida and the southeastern United States.
The relays will replace aging SEL protection relays throughout KUA's electrical system. Equipment must be fully compatible and interoperable with KUA's existing SEL relay fleet, standardized protection schemes, relay settings, communications protocols, programming logic, relay software, and SCADA infrastructure without requiring redesign of existing protection schemes, redevelopment of standardized relay settings, or modification of SCADA integration. The SEL 451 relays must provide integrated protection, automation, and bay control functionality, including automatic reclosing with synchronism check and circuit breaker failure protection. The SEL 751 relays must provide feeder protection functionality, including phase, ground, neutral, and negative sequence overcurrent protection; voltage, frequency, and power protection elements; and fault locating capability consistent with KUA's existing standards.
KUA justifies the sole-source determination on the grounds that procuring an alternate relay platform would require redesign of protection schemes, redevelopment and validation of relay settings, modification of SCADA integration, additional engineering and testing, increased spare parts inventory, and retraining of personnel, resulting in unnecessary operational risk and additional cost.
Prospective vendors must submit quotations through KUA's Procurement portal via VendorLink and must complete and submit a Certificate of Confidentiality identifying any proprietary or confidential information in accordance with Florida Statutes Chapter 119.07. Questions should be directed to Procurement@kua.com.
