About this file
This is a Notice of Intent to Sole Source from the Kissimmee Utility Authority (KUA) Finance & Administration Procurement Division regarding the procurement of SEL-451 Protection, Automation, and Bay Control System relays and SEL-751 Feeder Protection Relays for KUA's Relay and SCADA protection fleet. The relays will replace aging SEL protection relays currently installed throughout KUA's electrical system. The SEL-451 relays must provide integrated protection, automation, and bay control functionality, including automatic reclosing with synchronism check and circuit breaker failure protection. The SEL-751 relays must provide feeder protection functionality, including phase, ground, neutral, and negative sequence overcurrent protection; voltage, frequency, and power protection elements; and fault locating capability. All equipment must be fully compatible and interoperable with KUA's existing SEL relay fleet, standardized protection schemes, relay settings, communications protocols, programming logic, relay software, and SCADA infrastructure. Prospective vendors must submit written quotations with detailed goods information and documentation demonstrating that their offerings meet or exceed the specified requirements by August 24, 2026, at 2:00 P.M. through KUA's Procurement portal via VendorLink.
KUA has determined that Power Connections, Inc. is the only known authorized source capable of supplying the required relays, as Schweitzer Engineering Laboratories, Inc. (SEL) has provided written confirmation that Power Connections, Inc. is its exclusive authorized distributor for Florida and the southeastern United States. KUA has standardized its protection infrastructure on SEL relay technology throughout its electrical system. Procuring an alternate relay platform would require redesign of protection schemes, redevelopment and validation of relay settings, modification of SCADA integration, additional engineering and testing, increased spare parts inventory, and retraining of personnel, resulting in unnecessary operational risk and additional cost. Vendors must complete and submit a Certificate of Confidentiality with their offering. Questions regarding the procurement should be directed to the Procurement Division at Procurement@kua.com.

NOTICE OF INTENT TO SOLE SOURCE
PROJECT NUMBER: SS 26-054-SH (SEL RELAYS)
DATE: August 10, 2026 PROJECT NAME: SEL-451 and SEL-751 Protection Relays
Kissimmee Utility Authority (KUA) gives notice of its intent to procure the SEL-451 and SEL-751 Protection Relays from Power Connections, Inc. through a Sole Source method.
Prospective vendors able to provide the requested goods and/or services are requested to provide a quotation and detailed goods information by August 24, 2026.
The following paragraphs contain the specifications for the proposed goods and/or services. Any vendor/contractor, who believes that they can provide these or equivalent goods and/or services, shall submit a written quotation along with a statement outlining their reasons and concerns in detail along with sufficient documentation to substantiate their claim that their offering meets or exceeds the specifications of the proposed sole source recommendation.
It will be the vendor/contractor’s responsibility to provide adequate information in their written statement to ensure that the proposed products or services meet the required criteria requested by KUA. If adequate information is not submitted with the statement, KUA reserves the right to disregard the prospective vendor/contractor’s submittal.
Specification/Details of the Good and Services Needed:
• SEL-451 Protection, Automation, and Bay Control System relays and SEL-751 Feeder Protection Relays for KUA's Relay & SCADA (Operations Division) protection fleet.
• The requested relays will replace aging SEL protection relays currently installed throughout KUA's electrical system. To maintain system reliability and minimize operational risk, the replacement relays must be fully compatible with KUA's existing SEL relay fleet, standardized relay settings, communications protocols, and SCADA infrastructure.
• Relays must be directly compatible with KUA's standardized protection and SCADA communication protocols.
• SEL-451 must provide integrated protection, automation, and bay control functionality, including auto-reclosing with synchronism check and circuit breaker failure protection.
• SEL-751 must provide feeder protection functionality, including phase, ground, neutral, and negative-sequence overcurrent protection; voltage, frequency, and power protection elements; and fault-locating capability consistent with KUA's protection standards.
• Units must be interoperable with KUA's existing relay and SCADA architecture to minimize integration risk, maintain spare-parts commonality, and avoid retraining of protection and SCADA personnel.
• Units must be directly compatible with KUA's existing field-deployed relay settings files and existing relay software.
Procuring an alternate relay platform would require redesign of protection schemes, redevelopment and validation of relay settings, modification of SCADA integration, additional engineering and testing, increased spare parts inventory, and retraining of personnel, resulting in unnecessary operational risk and additional cost to KUA.
KUA has standardized its protection infrastructure on SEL relay technology, including communications protocols, settings architecture, and programming logic used throughout its electrical system.
Schweitzer Engineering Laboratories, Inc. (SEL) has provided written confirmation that Power Connections, Inc. is its exclusive authorized distributor for Florida and the southeastern United States, and that all requests for quotes, purchase order submittals, and order processing for SEL equipment in this territory must be submitted through Power Connections, Inc. Based on the manufacturer's written confirmation of exclusive distribution rights within the applicable territory, together with KUA's technical and operational compatibility requirements, KUA has determined that Power Connections, Inc. is the only known authorized source capable of supplying the required SEL-451 and SEL-751 relays for KUA's operational needs.
Note: The vendor must fill and submit Certificate of Confidentiality with their offering (separate attachment)
Submittals shall be received through KUA’s Procurement portal via VendorLink at https://www.myvendorlink.com/. For any questions, email the Procurement Division at Procurement@kua.com.
