About this opportunity
The Town of Dennis, Massachusetts is issuing a Request for Proposals seeking qualified executive search consultants to conduct a comprehensive selection process for police sergeant positions within the Dennis Police Department, a non-Civil Service organization. The scope of services includes designing and administering a selection process utilizing trained assessors to produce numerical scores and rankings for candidates. The consultant must deliver a 100-question multiple-choice written examination covering criminal law, criminal procedure, motor vehicle law, supervision/management topics, and departmental policies, followed by an oral board assessment conducted by three trained assessors with police command-level experience. The selection process is scheduled for May 2026, with the written examination administered to an anticipated 10-15 candidates and all candidates who complete the exam permitted to participate in the oral board approximately two weeks later. Prospective consultants must meet minimum qualifications including at least five years of experience providing public safety selection processes and assessment center design and implementation in Massachusetts, with demonstrated experience in at least one assessment center for police command position hiring and one for a police chief position of similar size and scope. Key staff assigned to the project must have completed at least three similar public safety projects within the last five years for Massachusetts municipalities. Sealed proposals containing separate technical and price proposals must be submitted to Paige A. Eppolito, Director of Human Resources, at Dennis Town Hall, 685 Route 134, South Dennis, MA 02660, by 11:00 AM on Wednesday, April 1, 2026. The Town expects to select a contractor within 30 days of submission with all selection processes concluded by July 2026, and the successful consultant must commence work within seven calendar days of contract award.
The RFP does not identify any specific set-aside designations or restrictions limiting the types of organizations eligible to respond based on disadvantaged enterprise status or other categorical restrictions. No incumbent vendors, current contractors, or existing infrastructure requiring integration are referenced in the procurement documents. All travel and related expenses must be included in a lump sum price proposal submitted separately from the technical proposal, with pricing detailed for the 100-question multiple-choice exam and the sergeant oral board process across candidate ranges of 10-15, 16-20, 21-25, and 26-30 participants. The successful consultant must furnish certificates of insurance prior to contract execution, including general liability coverage of $500,000 per occurrence and $1,000,000 aggregate, as well as worker's compensation insurance in accordance with Massachusetts law, with the Town of Dennis listed as an additional insured. Subcontracting is prohibited unless prior written approval is obtained from the Town, and all rights, titles, and ownership of materials and documentation resulting from the project shall remain exclusively with the Town of Dennis. The RFP does not specify a total contract value or budget range, and late, faxed, emailed, and unsigned proposals will not be accepted.
