About this opportunity

Gulf Coast Water Authority (GCWA) in Texas City is requesting sealed electronic bids for removal of sludge from sediment lagoon No. 2 and placement in an adjacent monofil cell at the Thomas S. Mackey Water Treatment Plant, with bids due September 3, 2026 at 2:00 p.m. via CivCast and public bid opening via Microsoft Teams immediately following.

The scope includes mobilization, sludge removal with basin restoration per specifications, and hauling of removed sludge to the adjacent monofil cell. An optional alternate provides for access road restoration involving placement of crushed concrete along approximately 500 linear feet of 12-foot-wide road at 2 inches thick (60 tons). The contractor must achieve substantial completion within 120 calendar days from contract commencement and final completion within 135 calendar days. Liquidated damages are assessed at $200 per day for delays beyond substantial completion and $250 per day for delays beyond final completion.

Bidders must submit a bid security of 5 percent of the total maximum bid price as a cashier's check, certified check, or bid bond. The successful bidder must furnish performance and payment bonds at 100 percent of the contract price within five days of contract award; all bonds must be issued by sureties rated A- or better by Best's Key Rating Guide and licensed by the Texas Department of Insurance. Performance bonds apply to contracts exceeding $100,000; payment bonds to contracts exceeding $25,000.

GCWA is tax-exempt, requiring contractors to separately identify charges for non-consumable materials and equipment versus consumable materials, labor, and tools. Progress payments are net 30 days with 10 percent retainage until final completion; the board may authorize full payment of remaining progress payments after 50 percent completion if satisfactory progress is demonstrated. Interest accrues on retainage exceeding 10 percent of the total contract amount at the rate paid by the Authority's depository bank. A non-mandatory pre-bid conference and site visit was held August 19, 2026. Contract award is anticipated within 90 days of bid opening.
