About this opportunity
California Department of Transportation (Caltrans) is soliciting bids on security video equipment maintenance and repair services for four tunnel locations (Devils Slide Tunnel in Pacifica, Caldecott Tunnel in Oakland, Posey & Webster Tubes in Alameda, and Battery Tunnel/Doyle Drive in San Francisco) under IFB 04A7389, with bids due June 18, 2026 at 2:00 p.m. A C-10 Electrical Contractor license from the California Contractors State Licensing Board is mandatory — Addendum 1 (issued June 9) reaffirmed this requirement and rejected requests to expand eligibility to C-7 Low Voltage Systems Contractor licensees.
The scope encompasses all labor, tools, materials, supplies, vehicles, equipment, travel, and incidentals for routine maintenance and inspection of Bay Area Security Enhancement (BASE) system equipment on a commercially reasonable schedule, plus repair and replacement of security cameras and associated equipment, with 24-hour response service for maintenance and repair requests. Routine services are provided Monday through Friday, 8:00 a.m. to 5:00 p.m. (excluding state holidays); non-routine services are available on days and times specified by the Caltrans Contract Manager. Bidders must hold a valid California Motor Carrier Permit, Department of Industrial Relations registration, and extensive technical certifications: VMWare Certified Associate or Microsoft Certified Solutions Associate: Windows Server 2016; BVMS Expert with Appliance Storage Certification; Bosch Video Management System Expert certification; Cisco CCNA or Hirschfeld Network certification; and CHP security clearance.
The contract commences June 30, 2026 and expires June 29, 2029, with an optional amendment provision allowing up to an additional one year and $1.5 million in funding. The estimated total contract amount is to be determined; costs are invoiced monthly in arrears and subject to inspection and approval. Work is issued through task orders on an on-call basis. Prevailing wage requirements apply for Alameda, San Francisco, and San Mateo counties if the bid exceeds $15,000. A 25 percent small business participation goal applies, with a required 3 percent Disabled Veteran Business Enterprise (DVBE) participation and potential DVBE incentives up to 5 percent. Bid bonds are required for bids of $461,000 or greater; payment bonds are required for bids of $25,000 or more. Questions are due June 10, 2026. Notice of Intent to Award is estimated June 19, 2026, with a proposed award date of June 30, 2026.
