About this file

This addendum to Invitation for Bid #04A7389 is issued by the California Department of Transportation (Caltrans) Administration Division of Procurement and Contracts regarding a Security Video Equipment Maintenance and Repair contract. The contract scope encompasses all labor, tools, materials, supplies, vehicles, equipment, travel, and incidentals necessary to perform maintenance, repair, and replacement of security cameras and associated equipment at four tunnel locations: Devils Slide Tunnel, Caldecott Tunnel, Posey & Webster Tubes, and Battery Tunnel (Doyle Drive). The addendum was issued on June 9, 2026, with a final submission deadline of June 18, 2026.

The addendum clarifies licensing requirements for bidders in response to vendor inquiries. Caltrans maintained the requirement that vendors must hold a California C-10 Electrical Contractor license to be eligible to bid on this solicitation. The agency declined requests to expand eligibility to include C-7 Low Voltage Systems Contractor license holders, despite vendor arguments that C-7 classifications appropriately cover low-voltage systems not exceeding 91 volts, which align with the technical requirements of CCTV and closed-circuit video system installation, troubleshooting, and maintenance. All other terms and conditions of the original IFB remain in full force and effect.

ADDENDUM ONE

IFB #04A7389

Security Video Equipment Maintenance and Repair

Your attention is directed to the following questions and/or revisions to the above-noted Invitation for Bid:

QUESTION(S) (answers in red):

Q1. The IFB specifically states only a C-10 license for this services contract for security cameras.

Can this be opened to Low Voltage C-7 contractors also who typically work on these security camera systems.

To be eligible to bid on this solicitation, vendors must have a C-10 Electrical Contractor license.

Q2. We respectfully request that the Program team review this requirement to determine if a California C-7 Low Voltage Systems Contractor license is applicable. Given that the scope of work involves the installation, troubleshooting, and maintenance of CCTV and closed-circuit video systems, a C-7 license appears to satisfy the technical requirements. Under California classifications, the C-7 license specifically covers low-voltage systems not exceeding 91 volts, whereas the C-10 classification is intended for broader electrical wiring and power systems.

To be eligible to bid on this solicitation, vendors must have a C-10 Electrical Contractor license.

ALL OTHER TERMS AND CONDITIONS SET FORTH IN THE IFB REMAIN IN FULL FORCE AND

EFFECT.

REMINDER: Final date for submission of offers is June 18, 2026.

Sincerely, Eric Knight
