About this opportunity
Elizabeth City State University, a public university within the University of North Carolina system, is requesting proposals for 24-hour security guard services for five residential halls with total occupancy of 1,056 students, with proposals due November 2, 2026 at 2:00 p.m. and a mandatory site visit on October 22, 2026 at 1:00 p.m. at Griffin Hall, Conference Room 118.
Vendors must be registered as North Carolina vendors in good standing with the North Carolina Secretary of State. The scope requires seven security guards per shift (one each for Bias Hall and Viking Tower shared; two each for New Residence Hall, University Towers, and Viking Village) providing 24-hour coverage throughout the designated semester periods, including building and entrance security, routine patrols, emergency response assistance, and enforcement of housing policies. All security personnel must pass criminal background checks within 90 days of contract effectiveness covering a minimum of seven years of criminal, felony, misdemeanor, and traffic records at vendor expense, complete university-specific training, and comply with zero-tolerance policies regarding weapons, alcohol, and drugs on campus property.
The contract is effective for three years from award, with university options to extend for up to two additional one-year periods (not to exceed five years total) or up to 180 days in 90-day increments. Vendors must provide pricing for daytime (8:00 a.m. to 11:59 p.m.), overnight (12:00 a.m. to 8:00 a.m.), emergency, and holiday shifts. Evaluation criteria, ranked by importance, are vendor technical approach, vendor qualifications, vendor experience, and pricing. Vendors must attend the mandatory site visit, provide at least three customer references from similar projects, certify financial stability, and respond to nine specific vendor questions regarding service history, prior government contracts, litigation, liens, and bankruptcy status. Written questions are due October 27, 2026, with responses provided October 30, 2026. Contract award is anticipated by November 30, 2026.
