About this opportunity

Orange County, Florida is seeking a comprehensive security guard services contract for its Corrections Department, specifically for the Corrections Complex and Juvenile Assessment Center (JAC), through a Request for Proposals (RFP) designated as Y25-1018-KS. The procurement involves both armed and unarmed security guard positions covering perimeter, lobby, court, and juvenile intake services, with an estimated 93,627 annual service hours. Potential vendors must participate in a mandatory pre-proposal conference on April 15, 2025, at 3723 Vision Blvd, Orlando, to be eligible for bidding, with all electronic proposals due by 4:00 PM EST on May 1, 2025, through the OpenGov e-Procurement Platform. Proposers must meet stringent pre-employment screening requirements, including background checks, drug testing, and appropriate security licensing. The contract is structured as a five-year term, with detailed staffing requirements across multiple security classifications and locations, and will include electronic timekeeping, quarterly reporting, and performance standards with potential liquidated damages for non-compliance.

The county has established a 24% Minority/Women-owned Business Enterprise (M/WBE) participation goal and will offer bonus points for vendors who hire dislocated workers or utilize Service-Disabled Veteran (SDV) businesses. Pricing will be determined based on hourly rates for different security guard classifications, with potential annual price adjustments linked to the Consumer Price Index. While specific budget ranges are not explicitly stated, the comprehensive nature of the contract covering approximately 93,627 annual service hours suggests a significant procurement value. The solicitation emphasizes strict submission requirements, mandating that all proposals be submitted electronically through the OpenGov Platform, with no alternative submission methods permitted. Potential bidders must create a free account, upload documents in standard file formats, and ensure files are not password-protected, with technical support available to facilitate the submission process.
