About this opportunity
Gwinnett County, Georgia is requesting quotes for security alarm systems and fire alarm systems monitoring, maintenance, repair, and installation services across county facilities operated by Community Services, Support Services, and Water Resources, with quotes due November 4, 2021 at 2:00 p.m. and a question deadline of October 27, 2021 at 1:00 p.m.
The scope covers 66 burglar alarm systems and 79 fire alarm systems at Department of Community Services locations, Support Services facilities, and two Water Resources sites. Services include 24/7 monitoring at a UL-listed central station with backup generator capability, preventive maintenance, emergency and non-emergency repair labor at specified hourly rates, and installation services. The contractor must respond to emergency calls within 30 minutes and deploy at least one qualified technician on-site within four hours. All technicians must hold current burglar alarm licenses and meet industry and state licensing requirements. The contractor must maintain UL-listed standards and Central Station Alarm Association membership.
Four facilities currently operate cell dialers; The Promise Land is the only site without plain old telephone service lines, and Gwinnett County does not plan to install additional telephone lines or convert to cell communicators during the contract term. Security panel reports are obtainable remotely by the vendor; fire panel reports require on-site access. The county will issue work orders for backup services classified as routine or emergency.
The contract term begins February 1, 2022, with initial pricing firm for 12 months followed by four optional one-year renewal periods. Renewal pricing increases will be specified by the bidder. Repair and installation compensation is based on hourly labor rates plus actual materials cost with a markup not to exceed 10%, plus fixed trip charges. The contractor must carry workers' compensation, commercial general liability of $500,000 per occurrence, auto liability of $500,000 per occurrence, and umbrella liability of $1 million. Compliance with Georgia's Illegal Immigration Enhancements for 2013 and an E-Verify affidavit are required. Bidders must acknowledge receipt of Addendum 1 on the quote schedule. The recommended awardee, Entec Systems, Inc., submitted a total bid of $551,875.00 for the initial contract term.
