About this opportunity

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking proposals for a statewide contract to provide secure patient transportation services for six Regional Psychiatric Hospitals located across Ohio. The procurement involves transporting patients from facilities in Athens, Cincinnati, Columbus, Massillon, Northfield, and Toledo to various medical appointments, including specialty consultations in dentistry, podiatry, OB/GYN, oncology, endocrine, and neurological services. Contractors must ensure patient safety during transportation and offsite medical visits, with specific requirements to mitigate risks of elopement, violence, and self-harm. Minimum qualifications include three years of experience in secure patient transportation, three years of experience supervising patients at medical appointments, and established staff training protocols. The evaluation criteria will assess previous work experience (30%), ability to meet scope requirements (30%), staff training and knowledge (25%), capability to service all facilities (5%), and competitive pricing (10%). Proposals are due by December 18, 2024, and the contract period will run from November 1, 2024, through June 30, 2025.

The RFP does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must demonstrate the ability to comply with state and federal regulations governing OhioMHAS facilities and have staff trained in safely transporting behavioral health patients. While specific budget ranges are not explicitly stated, the statewide nature of the contract suggests a potentially significant procurement value. Successful bidders will need to pass background checks, meet tuberculosis testing requirements, and provide proof of COVID-19 vaccination for staff working in OhioMHAS facilities. Proposals must be submitted through the Ohio|Buys website, and only those scoring 310 points or higher out of 500 possible points will be considered for award. The contract appears designed to be awarded to one or more qualified contractors capable of providing comprehensive, secure transportation services across Ohio's six regional psychiatric hospital locations.
