About this opportunity
The Town of Portland, Connecticut is seeking sealed bids for the Secondary Clarifier Upgrades project (Bid #2023-16) at the Portland Water Pollution Control Facility (WPCF). The project involves comprehensive improvements to the facility's secondary clarifiers and return sludge flowmeter vault, with the goal of enhancing the facility's infrastructure and operational capabilities. Interested vendors must submit sealed bids to the Town of Portland's Office of the Director of Finance, located in Room 204, by 11:00 AM EDT on Tuesday, July 11, 2023, at which time the bids will be publicly opened and read aloud. The solicitation period runs from June 6, 2023, to July 11, 2023, with a vendor Q&A period established from June 6, 2023, at 8:45 AM EDT through July 5, 2023, at 4:30 PM EDT. Bidders are required to submit sealed envelopes clearly marked with the bid number, project name, and their company information, and all bids must be signed by a company official. The delivery terms are specified as Free On Board Destination, with payment terms to be determined by the vendor.
No specific set-aside designations or restrictions on vendor participation were identified in the solicitation documents. The bid appears to be open to all vendors without preferential treatment for disadvantaged enterprises or specific business categories. No information was provided about incumbent vendors, current contractors, or existing infrastructure that might require integration with the proposed upgrades. Similarly, the solicitation documents do not specify an estimated contract value, budget range, or total project cost. The project contact is Tom Robinson, who can be reached at trobinson@portlandct.org or 860-342-6726 for any inquiries related to the bid. The lack of detailed financial information and specific evaluation criteria suggests that potential bidders will need to carefully review the complete bid documentation to understand the full scope of the project and requirements for submission.
