The City of Thousand Oaks Public Works Department is requesting sealed electronic bids for the Secondary Clarifier 3 Drive Replacement Project (MI 2646) at the Hill Canyon Treatment Plant in Camarillo, California, with bids due June 24, 2026 at 3:30 p.m. Attendance at a mandatory pre-bid conference and site walk on June 3, 2026 at 10:00 a.m. is a condition of eligibility; contractors failing to attend will be deemed ineligible to bid.
The scope requires removal of an existing non-functional Westech clarifier drive unit via mechanical and electrical disconnections, installation of a City-provided replacement Westech Model 8050 drive unit, reinstallation of the aerial walkway, replacement of drive electrical connections, and startup and testing. Work must be completed within 60 calendar days from the Notice to Proceed. Bidders must hold current Class A contractor licensure under California law and maintain active Department of Industrial Relations registration throughout performance.
The engineer's estimate is $175,000. Bid security of no less than 10 percent of the total bid price is required, submitted as an electronic bid bond via Surety2000, an original hard-copy notarized bid bond, certified check, cashier's check, or cash; physical security must be delivered to the City Clerk Department prior to bid submission. The successful bidder must furnish Performance and Payment Bonds equal to 100 percent of the contract price and provide requisite insurance within 10 calendar days of award. Bids must remain valid for 60 calendar days after opening. Liquidated damages are assessed at $1,500 per calendar day for contractor-caused delays and $1,500 per day in reverse liquidated damages for City-caused delays. All contractors and subcontractors using off-road diesel-fueled vehicles must provide valid California Air Resources Board Certificates of Reported Compliance at bid opening or within three working days thereafter. Prevailing wage requirements apply. Award is to the lowest responsive, responsible bidder based on base bid alone. Questions are due June 17, 2026 at 3:30 p.m.
