About this opportunity

The Orlando Utilities Commission is requesting quotes for a term contract to perform explosive de-slagging services on the Stanton Energy Center Units 1 and 2 boilers, with quotes due October 26, 2026 at 2:00 p.m. local time. The existing contract expires by end of 2026.

The scope involves removing slag and residual ash from the firebox, burners, access doors, viewports, and pendant superheaters of B&W Radiant Reheat Boilers to eliminate personnel safety hazards and maintain heat transfer efficiency. Work must be completed within a single twelve-hour shift after furnace cool-down, with an estimated sixty explosive shots required per boiler.

Contractor personnel must hold appropriate Florida licensing and certifications for explosive work and complete mandatory OUC safety training prior to commencing work. Insurance requirements include comprehensive general liability with minimum $2,000,000 per occurrence limits, workers' compensation coverage, pollution liability with $2,000,000 limits, and automotive liability coverage. Compliance with Florida Statutes sections 287.133 and 287.135 regarding public entity crimes is required. Respondents must provide business license, W-9 form, proof of insurance, signed acknowledgement of contract terms, and pricing addressing scope of work.

Pricing may be submitted using either a mobilization-based approach with separate line items for mobilization per job, demobilization per job, daily per diem per employee, per-explosive-shot costs with specified minimums, and standby cost per day; or a time and materials approach with labor rates for supervisors and technicians at straight time and overtime, material markup percentages, and equipment rate sheets. All prices must remain firm throughout the contract period.

The proposed contract extends for up to three years with an option to renew for an additional two-year period upon mutual agreement. No pre-response conference was scheduled. Questions should be directed to Jon McLester, Buyer of Record, at 407-457-7135 or jmclester@ouc.com. Payment is made within thirty days of invoice receipt and compliance verification.
