About this opportunity

The County of San Mateo is seeking proposals from qualified engineering, geological, and land surveying firms to establish and maintain a long-term surficial monitoring program for the Seal Cove landslide complex and Bluff Retreat, with proposals due July 13, 2026.

The scope encompasses design and implementation of a surficial monitoring network to track landslide movement and bluff retreat across the residential neighborhood within the landslide complex, expanding upon existing monitoring efforts centered around the Moss Beach Distillery. Deliverables include establishment of survey control points, installation of monitoring instrumentation, periodic surveys to detect and measure ground displacement, data analysis and interpretation, and comprehensive monitoring reports. The contractor must maintain continuous monitoring capabilities and provide regular reporting throughout the contract period, beginning with baseline surveys and executing periodic monitoring at specified intervals.

The contract template indicates two potential contracting approaches: agreements under $200,000 and agreements exceeding $200,000. Required insurance includes workers' compensation, general liability of $1 million, motor vehicle liability of $1 million, and professional liability of $1 million, with the County named as additional insured. The contractor must comply with all applicable federal, state, county, and municipal laws, including prevailing wage requirements under California Labor Code and the County's Living Wage Ordinance. All work products, materials, documents, and intellectual property created under the agreement become the exclusive property of the County upon completion or termination. The contractor must retain all records for three years following final payment and remain subject to examination and audit by the County, federal agencies, and the State of California.

Either party may terminate without cause upon thirty days' written notice; the County may terminate for cause with a five to ten business day cure period following notice of breach. The County reserves the right to withhold payment if work quality or quantity is unacceptable.
