About this opportunity
The Colorado Department of Human Services, Division of Facilities Management (CDHS-DFM) is soliciting proposals for comprehensive water treatment chemical services and equipment across multiple facilities under RFP 2026000244, with proposals due June 16, 2026. The scope spans boiler treatment, cooling tower treatment, and closed-loop system treatment with dosing and monitoring equipment at a steam plant, CMHHIP, Lavista, San Carlos, and Spring Creek Youth Corrections facilities.
The vendor must provide stainless steel chemical tanks with secondary containment, pH and inhibitor monitoring controllers for cooling towers, bleed valves, and all associated installation with fittings and plumbing connections. The vendor is responsible for removal of existing equipment, closed-loop nitrite treatment additions, and corrosion coupon rack testing and reporting. Chemical specifications include closed hot water and chilled water loop nitrite residuals between 500–800 ppm; Spring Creek Youth Corrections operates glycol in closed loops. Cooling tower water chemistry must prevent scaling and corrosion per vendor-provided testing methodologies and documentation. The steam plant requires weekly visits; CMHHIP, Lavista, and San Carlos rotate weekly visits with the steam plant. Equipment lead times of three weeks are acceptable. All personnel working on the CMHHIP Campus must pass background checks. CDHS-DFM will retain oxygen testing, testing reagent purchase, boiler blowdown, and chemical feed controls through facility operators; dosing pumps and boiler chemical feed controllers will be reused from existing equipment and remain state property.
Pricing must be structured as fixed monthly chemical amounts based on water volumes with itemized costs for system checks, monitoring, testing, equipment usage, materials, training, and disposal fees. Bidders must separately specify one-time mobilization costs and transition fees. Third-party bids are not permitted. Addendum 1 was posted June 1, 2026.
