About this opportunity
The California Department of Corrections and Rehabilitation/California Correctional Health Care Services (CDCR/CCHCS) has issued Invitation for Bid (IFB) No. SD25-00029 for ocular prosthesis services and devices to be delivered across four geographic regions within California's correctional institutions. The procurement seeks custom prosthetic eyes, custom scleral cover shells, custom conformers, and related ocular prosthesis services including enlargement, reduction, and polishing/resurfacing. Bidders must provide one rate for all institutions within each specified region and must comply with all submission requirements, including the Bid/Bidder Certification Sheet, Bidder Declaration Form, compliance certifications, Payee Data Record (STD 204), Certificate of Good Standing, GenAI Disclosure & Factsheet, and Bid Rate Sheets with region-specific pricing. The evaluation will be based on the lowest responsible bid using a cost allocation formula that considers the contractor's rank and the number of agreements awarded. The initial contract term is 36 months with an option to extend for an additional 12 months at the same rates and maximum dollar amounts. Key dates include a question deadline of March 24, 2026 (with responses posted by March 26, 2026), a bid submission deadline of April 8, 2026 at 4:00 p.m. PST, a public bid opening scheduled for April 9, 2026 at 11:00 a.m. PST via virtual Microsoft Teams meeting, an anticipated intent to award posting of April 16, 2026, and a proposed agreement start date of June 11, 2026.
The solicitation includes set-aside provisions for small business and microbusiness bidders, who may claim a five percent preference, and non-small businesses that commit to at least 25 percent subcontracting with small or microbusinesses, who may also receive a five percent preference. Disabled Veteran Business Enterprise (DVBE) participation is incentivized with preferences ranging from one to five percent depending on confirmed DVBE participation levels. All bidders must submit required certifications, HIPAA Business Associate Agreements, and disclosure documents, with failure to provide these materials resulting in bid rejection. The IFB establishes regional rate caps, with Regions 1, 2, and 3 having a cap of $8,000 for custom prosthetic eyes, $3,500 for custom scleral cover shells, $700 for custom conformers, $700 for enlargement services, $500 for reduction services, and $300 for polishing/resurfacing, while Region 4 has higher caps of $10,000, $5,000, $1,000, $1,500, $1,000, and $600 respectively. The State reserves the right to award multiple agreements to bidders at or below the established rate caps and makes no express or implied guarantee of business volume, as service levels are subject to changes in the CDCR/CCHCS patient population.
