About this opportunity

The South Dakota Department of Public Safety's Office of Emergency Management is requesting proposals for professional consulting services to update the state's Enhanced State Multi-Hazard Mitigation Plan, with proposals due November 16, 2026 at 5:00 p.m. CDT and a letter of intent due November 1, 2026. Contract award is conditioned upon receipt of federal funds.

The consultant will update the existing plan in accordance with FEMA's current review tool and guidance, incorporate all previously identified revisions from the approved plan crosswalk, and ensure compliance with High Hazard Dam Program requirements. The deliverable is a completed Enhanced State Multi-Hazard Mitigation Plan in Microsoft Word 365 format, due no later than December 15, 2028, with responsibility for all edits and resubmissions necessary to achieve FEMA approval by April 16, 2029. Monthly progress reports are required by the 15th of each month.

The anticipated contract term begins mid-2027 and concludes April 30, 2029. Pricing is evaluated as a separate criterion; vendors must submit detailed cost proposals including hourly rates and all related expenses. The State reserves the right to reject any or all proposals and will negotiate with the highest-ranked offeror; if negotiations fail, the State may proceed to the next-highest-ranked contractor.

Evaluation criteria are experience completing Enhanced State Hazard Mitigation Plans, cost, organizational experience and reliability, expertise of proposed personnel, and method of performance. The consultant must maintain commercial general liability insurance of at least $1 million per occurrence, professional liability insurance of at least $1 million, business automobile liability insurance of at least $1 million per accident, and workers' compensation insurance as required by South Dakota law.

Proposals (three originals and one digital copy) are submitted to Jim Poppen at the Department of Public Safety, 221 S. Central, Pierre, SD 57501-2479. Inquiries must be emailed to jim.poppen@state.sd.us with subject line "RFP #26RFP20017" — the State will not accept inquiries after November 1, 2026.
