About this opportunity

The South Dakota Department of Transportation (SDDOT) is soliciting statements of interest and qualifications from consulting firms for State and Local Government projects through a Pre-Qualified Consultant Retainer Agreement for 2026-2028. The procurement covers 29 distinct service categories, including Archaeology/Paleontology, Bridge Design, Environmental Studies, Land Surveying, Roadway Design, and Transportation Planning, with varying numbers of firms to be selected per category (ranging from 4 to 35 firms). Consultants must submit a separate DOT-925 form for each category of interest, with electronic PDF submissions required by April 18, 2025. Evaluation criteria include specialized expertise (20 points), available resources (20 points), past performance (20 points), project locale availability (5 points), project locale familiarity (5 points), project management techniques (20 points), and ability to handle special project constraints (10 points). Interested firms must demonstrate technical competence, resource availability, performance history, and project management capabilities.

The SDDOT emphasizes equal opportunity and will not discriminate in consultant selection based on race, sex, color, disability, or national origin. Consultants must maintain specific insurance coverage written by a carrier admitted in South Dakota, including General Liability, Workers' Compensation, Automobile, and Professional Liability (Errors & Omissions). While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the solicitation allows firms to apply for multiple categories based on their expertise. The department reserves the right to reject any or all proposals and will select consultants based on demonstrated qualifications and experience. Detailed category descriptions are available on the SDDOT website, and firms can apply for one or multiple service categories. Although specific contract values are not provided, the breadth of categories and the multi-year agreement suggest significant potential opportunities for selected consulting firms across state and local government engineering and related services projects.
