About this opportunity
The South Dakota Department of Transportation (SDDOT) is seeking vendors to manufacture and deliver ADA-compliant minivans through Request for Proposal (RFP) 25RFP12491. The procurement specifically requires 8 Side Entry ADA Minivans and 2 Rear Entry Minivans, with potential options to acquire up to 35 additional vehicles over a five-year period. These vehicles will primarily serve rural public transportation and specialized transportation providers throughout South Dakota and potentially other approved states. Vendors must submit both technical and cost proposals, with the submission deadline set for February 19, 2025, at 2:00 PM Central Time. Key technical requirements include a minimum 3.6L V-6 engine, various safety features, ADA compliance, and specific warranty provisions of 3-year/36,000-mile bumper-to-bumper coverage. Vendors are required to maintain certifications such as Buy America compliance and FMVSS certification. Written inquiries about the RFP must be submitted by January 24, 2025, with SDDOT responses due by January 29, 2025.
The procurement includes provisions for Disadvantaged Business Enterprise (DBE) participation, indicating a commitment to supporting diverse vendors. Payment terms are structured so that SDDOT will pay up to 85% of the vehicle cost after inspection and delivery, with the purchasing agency responsible for the remaining 15% local match. The contract will initially be awarded for one year, with options to extend for four additional years, and pricing can remain firm for the first 180 days before potential manufacturer-documented price adjustments. The RFP allows vendors to submit proposals for one, several, or all vehicle types and fuel configurations, providing flexibility in bidding. While no specific incumbent vendors are mentioned, the procurement suggests potential funding through federal transit funds, as evidenced by the required FTA certifications. The total potential procurement could range from approximately $500,000 to $1.5 million, depending on the number and configuration of vehicles ordered. Vendors must demonstrate technical capability, experience in manufacturing ADA-compliant vehicles, and ability to meet the detailed technical specifications outlined in the RFP documents.
