SCSDB-FUEL DISPENSER UPGRADE RFX
The State Fiscal Accountability Authority, Division of Procurement Services, is requesting bids on behalf of the South Carolina School for the Deaf & Blind (SCSDB) to upgrade the facility's underground storage tank fuel delivery system, with bids due November 4, 2026 and a pre-bid conference scheduled for October 19 via Microsoft Teams followed by a site visit on October 20. The scope requires conversion of the existing European suction system to a pressurized system using a Gas Boy-style single-product dispenser compatible with the existing FuelMaster Controller. Work includes breaking and removing existing concrete to expose tank tops, uninstalling current dispensers and fueling hardware, installing new tank sumps and submersible turbine pumps, installing new electrical sub panels, pouring and finishing new concrete, and testing the system for proper operation. All labor, supervision, transportation, tools, materials, equipment, and supplies are the contractor's responsibility. The site is located at 355 Cedar Springs Road, Spartanburg, South Carolina 29302. Contract completion must occur within 30 days of the contractor's receipt of the purchase order. Fixed pricing must cover all project costs, with unit prices governing extended prices in award determination. All items and materials must be new. Work hours are limited to 8:00 a.m. to 4:00 p.m., Monday through Friday. Contractors must maintain Commercial General Liability insurance with limits of not less than $1 million per occurrence, Auto Liability coverage with limits of not less than $1 million per accident, and Worker's Compensation with Statutory Limits and Employer's Liability Insurance of not less than $1 million per accident. All employees must undergo background checks through the South Carolina Law Enforcement Division and receive written assurance they are not on the South Carolina Sex Offender Registry. Questions are due October 23, 2026 at 5:00 p.m. EST. Award is anticipated November 12, 2026.
