About this opportunity
The City of Rock Hill, South Carolina is requesting competitive bids for screen and grit debris removal services at Manchester Creek Wastewater Treatment Plant under IFB #2120-IFB, with sealed bids due electronically August 20, 2026 at 2:00 p.m. A local purchasing adjustment factor of up to 5% applies to vendors located within Rock Hill municipal limits and 3% for vendors in York County outside municipal limits, capped at $25,000.
The scope requires the contractor to maintain one 20-yard dumpster at the coarse screenings building and one 30-yard dumpster at the preliminary treatment facility, removing and disposing of full dumpsters within 48 business hours of City notification. The City estimates approximately 25 dumpster loads of coarse screening and 35 dumpster loads of fine screens and grit annually. Pricing proposals must include unit costs for weekly rental of each dumpster size and per-trip transportation costs to three specified landfills: Anson Landfill in Polkton, North Carolina; Republic Landfill in Concord, North Carolina; and Union County Regional MSW Landfill in South Carolina. Tipping fees are excluded from contractor responsibility and will be billed directly to the City by the landfills. Prices must remain firm for the contract duration without adjustments unless written City approval is obtained.
The contract term is three years beginning October 15, 2026, with two optional one-year renewals. The City will award to the lowest responsible and responsive bidder considering product quality, past performance, and compliance with stated terms and conditions. The contractor must obtain a City of Rock Hill Business License and maintain general liability insurance of $2,000,000 per incident and aggregate, automobile liability insurance of $1,000,000, and workers' compensation insurance throughout the contract term. Monthly invoicing is required with invoices dated by the 30th day of the following calendar month. Questions are due August 13, 2026 at 4:00 p.m. No pre-bid meeting will be held.
