About this opportunity

The City of Philadelphia is soliciting bids on scraper floor mats as a micro purchase, with quotes due October 9, 2026. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award.

The contract value ceiling is $45,000, adjusted annually by the Consumer Price Index-Urban from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date specified in PHLContracts and automatically terminates thereafter without further notice or action by the City. All quotes must be submitted electronically through PHLContracts on an FOB Destination Point basis, net of all taxes.

Quotes remain valid for 60 days from submission or throughout the contract term for requirements contracts. Award constitutes contract issuance by purchase order. Payment is contingent upon product delivery, City approval, and invoice submission, processed exclusively through electronic deposit. Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence combined single limit, and automobile liability insurance with a $300,000 per occurrence combined single limit, naming the City as an additional insured.

Vendors must submit a signed Consent and Authorization Agreement through PHLContracts prior to bid closing to be considered responsive. The agreement may be attached to the vendor's profile during registration or included with the first submitted quote. Signature requirements vary by entity type: corporations require signatures from a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer, with a certified corporate resolution if other officers sign; limited liability companies, partnerships, and sole proprietorships require signatures from a partner, owner, or other duly authorized signer. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept quotes on individual items without accepting all items quoted. Sellers are prohibited from delivering or providing services until formally notified by the appropriate City department.
