About this opportunity

The State of Georgia Environmental Protection Division (GAEPD) solicited bids for scrap tire abatement services across South, Southeast, and North-Metro Georgia regions under RFQ 46200-DNR0000714, with bids due June 9, 2023. Attendance at one of three mandatory offerors' conferences was a requirement for bidder eligibility — conferences were held May 30 (North-Metro, Atlanta), May 31 (Southeast, Augusta), and June 1 (South, Pavo), 2023.

The scope required suppliers to provide per-ton pricing inclusive of all costs: site preparation, removal of scrap tires, transportation, recycling at a Georgia-approved and permitted processor, and site restoration and stabilization. Detailed cost categories and scope specifications are in Attachment E of the solicitation. Award was made to the lowest responsive and responsible bidder meeting specifications.

Quality Tire Recycling Inc. was selected as the successful offeror with an estimated award amount of $86,052.68 for an open contract. Heros Tires LLC was determined non-responsive due to failure to include a mandatory form and required experience documentation. Quality Tire Recycling Inc. passed all administrative and pre-award verification requirements, including timely submission, mandatory compliance, non-debarred status on state and federal lists, eVerify requirements, and sales and use tax verification with the Georgia Department of Revenue. The Notice of Intent to Award was posted June 13, 2023, and the final Award Document was issued June 21, 2023. Questions during the solicitation period were directed to procurementhelp@doas.ga.gov or 404-657-6000. Issuing Officer Tequila Stevenson (Tequila.Stevenson@dnr.ga.gov) administers the award; protests must be submitted electronically to doas.protests@doas.ga.gov.
