About this opportunity

Texas A&M Forest Service is requesting bids for Scott brand Self-Contained Breathing Apparatus (SCBA) testing, certification, repair, compressor maintenance, and hydrotesting services under IFB-27-001, with bids due September 28, 2026 at 5:00 p.m. Central Time. Bidders must hold manufacturer certification to test and repair Scott brand SCBA equipment and submit proof of certification with their bid response — the primary eligibility filter.

The scope is statewide, as-needed blanket-order services including SCBA flow testing and certification (estimated 250 units annually), cylinder hydrotesting (estimated 250 annually), air quality sample tests (estimated 6 annually), bi-annual filter replacement (estimated 2 annually), and bi-annual oil service (estimated 2 annually). Testing must comply with current NFPA and NIOSH standards. Awardees furnish all parts, tools, equipment, and labor and must provide documented test reports upon completion. Parts are priced as a percentage of manufacturer's list price; miscellaneous labor is priced hourly.

The initial term is two years with renewal options for up to three additional one-year terms, not to exceed five years total. The Texas A&M Forest Service makes no guarantee of minimum or maximum quantities. Award will be made on a best-value basis considering pricing, delivery, vendor capacity and experience, and other relevant factors; the Forest Service reserves the right to award to one or multiple vendors.

Awardees must obtain and maintain comprehensive insurance including workers' compensation, commercial general liability with limits of $1 million per occurrence and $2 million aggregate, automobile liability, and excess/umbrella coverage totaling $5 million combined limit. Written questions are due September 23, 2026. Any required addendum will be issued by September 25, 2026. On-site inspections prior to bidding are encouraged but not required. Responses may be submitted via email to bids@tfs.tamu.edu, fax to (979) 458-7387, or hand delivery to the Purchasing Department.
