About this opportunity

The State of Maine Department of Administrative and Financial Services Division of Procurement Services is requesting quotations for seventy Scott Air-Pac X3 Pro Self-Contained Breathing Apparatus (SCBA) units on behalf of the Department of Defense, Veterans & Emergency Management under RFQ 15A 210330-212, with quotations due April 12, 2021 at 4:00 p.m. Eastern Standard Time.

The scope comprises complete SCBA units with specified component assemblies including full facepiece (Model AV-3000 HT), mask-mounted regulator (Model E-Z Flo+), pressure reducer with CGA cylinder connection, dual end-of-service time indicators, harness and backframe, remote pressure gauge, rapid intervention crew/universal air connection, personal alert safety system with firefighter locator, and cylinder and valve assembly. Equipment must comply with NIOSH 42 CFR Part 84 for chemical, biological, radiological and nuclear protection; NFPA 1981 and 1982, 2018 Edition; and UL 913 for intrinsic safety in hazardous locations — these certifications are mandatory capability filters.

Quotations must be submitted electronically through the State of Maine's AdvantageME Vendor Self Service (VSS) system. Questions are due no later than forty-eight hours prior to closing. Bids must include unit pricing on FOB Destination basis to 45 Commerce Dr., Suite 2, Augusta, Maine; estimated delivery time in calendar days; product data and information sheets; warranty information; the Bid Cover Page and Debarment Form (Appendix A); and audit reports if documents are electronically signed. The State will evaluate on a "Best Value" basis considering conformity with specifications, delivery date, and State interest; once goods conform to specifications, award goes to the lowest-price bidder absent documented poor performance or a terminated/non-renewed contract within the last five years. All quotations must remain firm for 180 days from bid opening. The State reserves the right to negotiate purchase of additional units at the bid price for six months after award and to cancel the RFQ or reject all bids at its sole discretion. No guaranteed award is associated with this opportunity; all purchases depend on bid results and departmental budget. Payment terms are net 30.
