About this opportunity
The City of Long Beach is issuing a Request for Information on maritime towing services for the Scorpion Submarine (B-427), a 299-foot Soviet-era Foxtrot-class diesel-electric submarine currently docked in the Queen Mary Basin, with responses due September 16, 2026 at 11:00 a.m. Pacific time through LongBeachBuys.com. This is an RFI to gauge market interest; the City may issue a competitive RFP if multiple qualified vendors respond.
Respondents must address five capability areas: design consultation services for towing preparation, regulatory permitting and export coordination for international transport and disposal, ocean towing services for the 300-foot submarine to an international facility, labor compliance capabilities including prevailing wage requirements, and total anticipated costs for towing services accounting for potential salvage value. Respondents must demonstrate previous experience with comparable projects of similar scope and complexity.
The City will procure site-access improvements separately; this RFI does not include dredging, removal, or modification of the existing rock revetment. Pricing shall be submitted as total anticipated costs, with consideration given to potential salvage value recovery. The ultimate contract will be subject to prevailing wage requirements and labor compliance standards established by the City of Long Beach.
This RFI does not constitute a binding commitment, promise to issue a future solicitation, or any form of contract. Respondents bear all costs associated with submitting responses. Submissions must be made electronically and include detailed justification and documentation of previous comparable projects. Contact William Reyes at rfppurchasing@longbeach.gov for all RFI-related inquiries.
