About this file
RFI Summary: Scorpion Submarine Towing Services for Disposal
This is a Request for Information (RFI) issued by the City of Long Beach seeking qualified maritime towing operators to provide ocean towing services for the removal and disposal of the Scorpion submarine (B-427), a 299-foot Foxtrot-class diesel-electric Soviet-era vessel currently docked in the Queen Mary Basin. The RFI was released on August 12, 2026, with responses due by 11:00 AM Pacific Standard Time on September 16, 2026. Respondents must submit proposals electronically through LongBeachBuys.com. The City is evaluating removal options and may issue a formal Request for Proposals to competitively award a contract if multiple qualified vendors express interest. The project does not include dredging, removal, or modification of the existing rock revetment, as any necessary site access improvements will be procured separately by the City.
Respondents must address five key requirements: design consultation services for towing preparation, regulatory permitting and export coordination for international transport and disposal, ocean towing services for a 300-foot submarine to an international facility, labor compliance capabilities including prevailing wage requirements, and total anticipated costs for towing services factoring any potential salvage value. The RFI explicitly states that responding organizations bear all costs associated with submitting responses and that this RFI does not constitute a binding commitment, promise to issue a future solicitation, or any form of contract. All communication regarding the RFI must be directed to William Reyes at rfppurchasing@longbeach.gov.
