About this opportunity
The Pennsylvania Department of Corrections, through SCI Phoenix in Collegeville, is soliciting electronic bids under Invitation for Bids for preventative maintenance and repair of overhead doors and dock levelers, with a mandatory site visit on November 9, 2026 and bids due November 16, 2026. Bidders must confirm site-visit attendance with the Facilities Maintenance Manager by November 5, 2026 at 3:00 p.m. No set-aside is identified. Pennsylvania resident bidders receive a preference of 1% to 10% against nonresident bidders from states granting similar preferences, and bids of $10,000 or above require the GSPUR-89 Reciprocal Limitations Act form.
Eligibility requires registration in the Pennsylvania Vendor Master through the PA Supplier Portal, along with Iran-free procurement and lobbying certifications. The EO 2021-06 Worker Protection and Investment Certification (BOP-2201) is a mandatory prerequisite for award and carries an ongoing compliance obligation. The contractor, its employees, and its subcontractors must complete security clearance applications, pass background investigations, and submit a Centralized Clearance check form before the pre-bid inspection. The Commonwealth may deny employee access. Workmen's Compensation and Public Liability and Property Damage insurance must be maintained at the contractor's expense.
The scope covers 51 electrically operated overhead doors, their controls, and 16 dock levelers. Preventative maintenance occurs once annually and includes inspection, lubrication of moving components, cable and track inspection, and replacement of worn items as necessary. All repairs require prior approval from the Facilities Maintenance Manager, and the institution may furnish repair parts. Work is performed during normal business hours from 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding Department of Corrections-recognized holidays. Overtime is billed when technician hours exceed 40 per week, and weekend and holiday rates apply to non-emergency repairs outside normal hours.
The contract is an established price contract with a one-year term and three optional one-year renewals. Renewal pricing may be adjusted by mutual agreement, with adjustments not exceeding 3%, provided justification is submitted no later than sixty days before expiration. Rates must be total and final, with no charges for travel, mileage, meals, or incidentals, and unit prices must include labor, materials, equipment, tools, insurance, and delivery. Bids must be firm with no conditions or exceptions and must use $1.00 as the part cost. Award goes to the lowest responsive and responsible bidder, and the Commonwealth may award by line item. Payment is by ACH within thirty days of a proper invoice, and invoices are due within 10 business days of completed service as PDFs. Written questions go to the Issuing Officer, with answers posted as addenda on eMarketplace, and change notices become part of the solicitation.
