About this opportunity
The Town of Manchester, Connecticut is issuing a Request for Proposal (RFP) for the State School Readiness Grant Program, located in Hartford County, with the primary objective of increasing the number of available quality preschool spaces. The RFP seeks qualified agencies and programs to apply for grant-funded preschool spaces, specifically targeting new additional spaces within existing programs rather than supporting current spaces. Eligible applicants are encouraged to list as many new preschool spaces as they can accommodate, with the understanding that the Town may use these responses to fill additional spaces if more grant funding becomes available. The solicitation period runs from March 3, 2022, at 7:45 AM EST through March 31, 2022, at 2:00 PM EDT, with all proposals due by the final date and time. Interested parties must submit their proposals through the specified channels, with all communications directed to Kate Rotella at the Manchester Town offices, who can be reached at 860-647-3031 or krotella@manchesterct.gov. Delivery terms are specified as Free On Board Destination, with payment terms to be specified by the vendor.
The RFP does not indicate any specific set-aside designations or restrictions on the types of organizations that can respond, suggesting the opportunity is open to all qualified vendors. No incumbent vendors or current contractors are mentioned in the documentation, and there are no explicit requirements for integrating with existing infrastructure or technology. While the total estimated value of the grant is not disclosed, the program is funded through the State School Readiness Grant Program and aims to expand preschool capacity in quality educational settings. The RFP does not specify a specific budget range or award value, instead focusing on the goal of increasing preschool spaces. Interested agencies and programs are expected to propose their own pricing and financial details as part of their submissions, with the primary evaluation criteria seemingly centered on the number of new preschool spaces an applicant can create and the quality of those proposed spaces.
Opportunity text
It is the intent of this Request for Proposal (RFP) to provide qualified agencies or programs the opportunity to apply for grant funded preschool spaces under the State School Readiness Grant Program. One of the main purposes of the State's School Readiness Grant is to increase the number of spaces available for children to attend preschool in a quality setting. New spaces are additional spaces in an existing program. Funding will not be provided to support existing spaces. Accordingly, applicants are encouraged to list as many spaces as possible that you are able to add to your program. In the event more grant funding become available to the Town, it is the intent of the Town to use responses received from this RFP to fill these spaces as well.
