About this opportunity
Griffin-Spalding County School System (GSCS) is requesting proposals for a comprehensive School Facilities Efficiency Study under RFP #27-103, with proposals due September 30, 2026 at 12:00 p.m. and questions due September 17, 2026 at 12:00 p.m.
The study will evaluate current and projected enrollment, school capacity, facility utilization and condition, demographic trends, financial considerations, and operational sustainability to assess the long-term efficiency and effectiveness of GSCS's school facility footprint. The scope includes evaluating alternatives including but not limited to school consolidation or closure, grade-level reconfiguration, attendance boundary adjustments, facility repurposing or alternative use, changes to capacity or utilization, co-location or shared use, and other facility or organizational strategies supported by study findings. Proposers must demonstrate firm experience and comparable K-12 projects, qualified project team, understanding of GSCS objectives, rigorous methodology and data validation, objectivity and independence, stakeholder engagement and communication capability, and project management discipline.
Evaluation criteria are firm experience and comparable K-12 projects (15 points), project team qualifications (10 points), understanding of GSCS objectives (15 points), methodology and data validation (15 points), objectivity and independence (10 points), stakeholder engagement and communication (10 points), project management and deliverables (10 points), references (5 points), and pricing and value (10 points), totaling 100 points. Award will be based on overall value, not lowest price alone.
Proposals must include detailed fee proposals identifying total project cost, costs by major phase, reimbursable expenses, hourly rates for key personnel, optional service costs, and invoicing procedures, with clarification of whether fees are fixed or subject to change. The selected firm must provide general liability insurance ($3 million general aggregate), professional liability insurance ($1 million per occurrence), automobile liability ($1 million per accident), cyber risk liability ($1 million), and workers' compensation coverage. Interviews are anticipated October 20–21, 2026, with board approval expected October 27, 2026. Contract execution is expected in November 2026, with project kickoff within 15 days thereafter and final deliverables due no later than January 2027. Submissions (one original, seven copies, and one electronic submission) go to Carol Y. Tims at procurementdocs@gscs.org.
