About this opportunity

The New Hampshire Department of Energy is requesting proposals for a technical monitor to oversee energy efficiency projects funded through the School Energy Efficiency Development (SEED) Grant Program, with proposals due September 15, 2026 at 12:00 p.m. EST. The contract is federally funded through the U.S. Department of Energy Bipartisan Infrastructure Law State Energy Program (ALN 81.041, FAIN: DE-EE0010086) and carries compliance obligations including Build America Buy America, National Environmental Policy Act, and Davis-Bacon and Related Acts requirements.

The single selected proposer will serve as technical monitor for all awarded SEED projects anticipated in the 2026-2027 funding round, with a minimum of two grants to at least two schools. Key duties include conducting periodic inspections for quality control and regulatory compliance, verifying adherence to SEED Grant Program regulations and New Hampshire building codes, meeting with project managers, submitting inspection reports with photographs, and delivering a comprehensive final report by March 31, 2028. Minimum qualifications are three years of experience performing commercial building inspections, familiarity with federal program regulations, and demonstrated ability to communicate technical information clearly. Women-owned, veteran-owned, and minority-owned businesses are strongly encouraged to apply.

Maximum compensation is $9,000 per SEED project grant, inclusive of travel time, site visits, hourly rates, and all other service-related expenses. The contract is cost-reimbursable contingent upon federal fund availability, with no state general funds supporting the contract. The anticipated start date is December 2026, extending through March 31, 2028. Proposers must be registered in SAM with a valid and active UEI and maintain compliance with federal certifications regarding drug-free workplace, lobbying, and Americans with Disabilities Act compliance. The Department will conduct a two-step evaluation including preliminary compliance review and technical evaluation, with possible oral interviews. Award is contingent upon approval by the New Hampshire Governor and Executive Council. Questions are due July 31, 2026.
