About this opportunity

The Town of Manchester, Connecticut is requesting proposals for live digital video school bus stop arm violation detection monitoring systems and enforcement program services under RFP released July 27, 2026, with proposals due August 25, 2026 at 11:00 a.m. and questions due August 18, 2026 at 4:00 p.m. The project is contingent on the Manchester Board of Directors adopting a local authorizing ordinance; if not adopted, the Town reserves the right to terminate the contract. Respondents must comply with the Town of Manchester Living Wage Ordinance, requiring covered employers with 25 or more eligible employees to pay $18.25 per hour with comprehensive health benefits or $26.70 per hour without benefits for all full-time permanent employees.

The scope is a complete turnkey operation covering system design and engineering, equipment and signage installation with detailed camera and hardware specifications, public outreach and community engagement, staffing recommendations, user training, technical support, reporting and diagnostics, equipment maintenance and calibration, revenue collection framework assistance, and administrative appeals process development. Proposals must address coverage of the entire school bus fleet; partial fleet coverage alternatives are acceptable. Respondents must demonstrate a minimum of three years of experience operating school bus arm camera enforcement operations in Connecticut.

The Town anticipates no direct out-of-pocket cost, with respondents required to submit a fee schedule and identify means to minimize Town personnel use. Evaluation weighting is quality and comprehensiveness of scope (70 points), price/cost (10 points), history of successful implementation in comparable jurisdictions (10 points), and references (10 points). Contractors must maintain comprehensive insurance: workers' compensation, commercial general liability of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million, and professional liability of $1 million per claim and aggregate, with the Town named as additional insured. Responses must be submitted electronically through the Town's OpenGov procurement portal.

Opportunity text

The Town of Manchester is issuing a Request for Proposals ("RFP") to qualified vendors who can provide live digital video school bus stop arm violation detection monitoring systems (the "Monitoring System") and enforcement program (the "Monitoring Enforcement") to enhance student safety for the Town and the Manchester Public Schools ("MPS"). This includes the installation, implementation, and operation of certain aspects of the Monitoring System, training and continuing performance of the hardware, software and supporting services needed for this system to function properly. The proposals shall be for a complete "turnkey" operation.

Respondents are advised that the award of a contract does not obligate the Manchester Board of Directors to adopt a local authorizing ordinance. In its legislative discretion, the Board of Directors may decide not to adopt the ordinance, in which case the project would not proceed and the Town of Manchester reserves the right to terminate the contract.
