The MSA will establish a contractual framework defining qualification standards, service level expectations, and rate structures, with individual work authorized through task orders. Task Order No. 1, included in the RFP, addresses immediate capital improvements and will be issued concurrently with or immediately following MSA execution.
The initial MSA term is one year with renewal options at the City's discretion for additional one-year periods upon thirty days' notice. Proposers must submit labor rate schedules for controls engineers, field technicians, project managers, and programmers at standard, overtime/after-hours, and weekend/holiday rates; scheduled maintenance pricing for quarterly, semi-annual, and annual visit options; unscheduled service call fees; and materials markup percentages. Task Order No. 1 pricing must be organized by scope category with a required ten percent contingency line item.
Evaluation uses weighted criteria: Qualifications (30%), Maintenance and Support Services (20%), Maintenance/Support Rate Structure (10%), Quality of Task Order No. 1 Solutions (20%), and Task Order No. 1 Pricing (20%). Proposers must provide a Bid Bond equal to five percent of total Task Order No. 1 proposed price and complete Immigration and Security Affidavits, Non-Collusion Affidavits, and Certification of Nonsegregated Facilities. Insurance requirements include Commercial General Liability of $1 million per occurrence/$2 million aggregate, Professional Liability/E&O of $1 million per claim/$2 million aggregate, Cyber Liability of $2 million per claim/aggregate, and Umbrella/Excess Liability of $3 million per occurrence/aggregate. Performance and Payment Bonds at one hundred percent of Task Order contract value are required upon award.
