1.1 Introduction
The City of Warner Robins, Georgia (the "City") is soliciting proposals from qualified firms to provide SCADA (Supervisory Control and Data Acquisition) and Control Systems Integration (CSI) maintenance, support, and capital improvement services for its water and wastewater utility systems. This RFP seeks to establish a Master Services Agreement (MSA) with one highly qualified contractor for ongoing SCADA/CSI maintenance and technical support services, structured on a task-order basis to allow the City flexibility in scoping and authorizing individual projects over time.
The Master Agreement will define the contractual framework, terms and conditions, qualification standards, service level expectations, and rate structures governing all work. Individual scopes of work will be authorized via Task Orders issued under the MSA. Task Order No. 1, included as Appendix A to this RFP, addresses immediate capital improvements to the City's SCADA infrastructure and is incorporated herein to allow proposers to simultaneously submit qualifications, maintenance/support pricing, and a proposed solution with pricing for Task Order No. 1.

APPENDIX A — TASK ORDER NO. 1: SCADA CAPITAL UPGRADES
A.1 Overview Task Order No. 1 authorizes the Contractor to design, procure, program, install, and commission capital improvements to the City of Warner Robins' SCADA and control system infrastructure at its water treatment and wastewater treatment facilities. The general scope includes PLC replacement across water treatment facilities, migration from radio to cellular telemetry, addressing existing broken I/O and alarm points, implementing new remote control capabilities, and installing new security cameras with alarm integration.
Proposers are strongly encouraged to present a range of technical solutions and alternatives where applicable. The City values flexibility and will consider phased, modular, or alternative approaches that meet the City's operational and budget objectives. Proposes are responsible for determining existing site conditions.
All work performed under Task Order No. 1 shall be subject to and governed by the terms and conditions of the Master Services Agreement. In the event of any conflict between this Appendix and the Master Services Agreement, the terms of the Master Services Agreement shall control unless expressly stated otherwise.
A.1.1 Additional Information for Proposers:
Proposers should note the following in developing their proposals for Task Order No. 1:
• The mandatory pre-bid site visit is the primary opportunity to assess existing equipment, field conditions, communication infrastructure, and power availability at each site.
Proposers are strongly encouraged to bring technical staff capable of evaluating PLC and RTU hardware during the site visit.
• Proposers should address compatibility between their proposed PLC and RTU platforms and the existing or proposed HMI.
• Cellular signal availability in the Warner Robins area should be confirmed by each proposer for their preferred carrier(s). The City has no existing cellular data agreements — proposers should address how new SIM/data accounts will be established and who will manage them.
• Power availability (120VAC, 240VAC, or solar/battery) at remote well and tank sites varies and should be confirmed at the site visit.
• All programming and configuration files shall be delivered to the City upon project completion. The City shall retain full ownership and access to all PLC programs, HMI configurations, and system documentation.
• Proposers should address their plan for maintaining system continuity during cutover — i.e., how the City's operations will be protected while old PLCs or RTUs are being replaced.
• If proposers have questions about specific site conditions or existing equipment that cannot be answered at the site visit, they should submit written questions per Section 1.2.
A.1.2 Cybersecurity Proposers shall include cybersecurity measures appropriate for municipal SCADA systems, including:
• Secure remote access via VPN or equivalent encrypted connection
• User authentication and role-based access control for all SCADA and PLC systems
• Network segmentation between SCADA/control networks and business/IT networks
• Protection against unauthorized access to PLCs, RTUs, and remote sites
• Removal or modification of all default credentials and implementation of secure password policies
• Encryption of data transmitted over cellular or public networks
Proposers shall describe their approach to:
• Securing cellular communications, including use of private networks (APN), VPN tunnels, or equivalent methods;
• System backup and recovery, including backup of PLC programs, SCADA configurations, and system data.
A.2 Water System Improvements
A.2.1 PLC Replacement — All Water Treatment Plants and Remote Wells The City requests replacement of all existing PLCs at its water treatment and remote well facilities.
This is anticipated to include approximately thirteen (13) PLCs total, as follows:
• WTP #1 (Main Hub) — Main PLC/HMI
• WTP #2 — PLC
• WTP #3 — PLC
• WTP #5 — PLC
• WTP #6 — PLC
• WTP #7 — PLC
• WTP #8 — Note: PLC at WTP #8 is relatively new. Proposer shall evaluate condition and age and provide a recommendation as to whether replacement is warranted or whether this PLC may be retained.
• Remote Well #3 — RTU/PLC (off-site; separate PLC from associated WTP)
• Remote Well #8 — RTU/PLC (off-site; separate PLC from associated WTP)
• Remote Well #9 — RTU/PLC (off-site; separate PLC from associated WTP)
Replace existing PLC hardware (currently Allen-Bradley MicroLogix or equivalent) including CPU, I/O modules, and associated control power supply required for the new PLC system. Work shall be limited to control-level components within the panel and shall not include replacement of incoming electrical service or MCC equipment. Existing control panel enclosures shall be reused; however, the Contractor shall evaluate panel condition and include necessary modifications, re-termination, wiring cleanup, and component replacement required to provide a complete, functional, and maintainable system and shall note work required in proposal response.
Proposers shall specify the recommended PLC platform and model, programming environment, and rationale for their selection. Compatibility with the existing or proposed HMI platform and cellular telemetry system shall be addressed.
Proposers shall evaluate existing well/booster pump control strategies and replicate existing operational sequences, including tank level-based control, independent operation, and lead/lag functionality. Proposed improvements or optimizations shall be clearly identified. Control narratives shall be submitted for City review prior to implementation.
System cutover shall be performed in a manner that minimizes operational disruption.
Proposers shall describe downtime requirements and mitigation strategies for each site.
Temporary controls or bypass operation shall be provided as required to maintain system operation during PLC replacement.
Contractor shall implement a remote access solution enabling authorized City personnel to remotely view and interact with the SCADA/HMI workstation(s) from mobile and off-site devices. The solution shall support full HMI functionality including alarm acknowledgment and setpoint adjustment. Acceptable platforms include Splashtop, TeamViewer, or approved equivalent. Contractor shall include all required software, licensing, and configuration in the Task Order No. 1 scope.
A.2.2 Radio-to-Cellular Telemetry Migration The City requests replacement of existing radio-based telemetry with cellular-based telemetry across all applicable remote sites. This will involve:
• Replacement of existing RTUs with new RTUs equipped with cellular-based communication modules
• Configuration and activation of cellular data accounts/SIMs for each site
• Testing and verification of communication reliability and data latency to the SCADA head-end
• Documentation of all new telemetry points and communication paths
Proposers shall identify their preferred cellular carrier(s), RTU platform(s), and any redundancy provisions (e.g., backup communication paths). Address signal availability and reliability in the Warner Robins area.
