About this opportunity

The City of Rochester Hills is soliciting proposals from qualified design-build teams for a comprehensive Supervisory Control and Data Acquisition (SCADA) System upgrade project. The procurement seeks a team to review, design, and construct improvements to the city's existing SCADA infrastructure, which currently monitors 35 water and sewer system sites with nearly 400 digital and analog inputs and outputs. Key deliverables include preparing a SCADA Master Plan, system recommendations, bidding documents, and construction engineering services with a focus on enhanced cybersecurity, communications, and operational capabilities. Proposals must be submitted electronically through the Michigan Intergovernmental Trade Network (MITN) website by December 13, 2023, at 3:00 PM local time, with a voluntary pre-proposal meeting scheduled for November 28, 2023. The project timeline anticipates design-build contract execution in late January 2024, a six-month preconstruction phase concluding by July 31, 2024, and a twelve-month implementation phase starting in September 2024 and completing no later than September 30, 2025. Evaluation criteria will likely include technical expertise, innovative solutions, system reliability, and operational efficiency.

While specific set-aside designations are not explicitly detailed, vendors must submit a $2.5 million bonding capacity letter and complete all attachment documents. The current system utilizes the 'Proficy' portal and Log Me In for system access, with 5 pumping stations (including 2 booster water stations) on the existing SCADA system and one cellular reporting station. The successful vendor will be required to provide a 5-year support and maintenance contract after system acceptance, with servers to be relocated to a server room and improved remote access options explored. Though no specific budget range is provided, the RFP suggests the city is seeking a comprehensive solution that minimizes life-cycle costs and provides best value. The procurement process will involve independent scoring and interviews with shortlisted firms, with the city reserving the right to reject any and all proposals. Vendors must become registered through the MITN website and are only guaranteed access to addendum information if they obtain bid documents through the official purchasing channels.
