About this file

This document is Addendum 2 for the City of Rochester Hills' Request for Proposals (RFP-RH-23-058) for SCADA System Design-Build Services. The addendum contains a comprehensive set of questions and answers related to the original RFP, addressing various technical, contractual, and implementation details. Key clarifications include the design-build contract structure, where the city is seeking a team to review, design, and construct upgrades to their Supervisory Control and Data Acquisition (SCADA) system. The project is anticipated to have a design-build contract executed in late January 2024, with a preconstruction phase of six months, implementation phase of up to twelve months, and construction expected to start in September 2024 and be completed by September 30, 2025.

The addendum provides insights into the project's scope, including control room specifications (10ft by 13ft room with two operator positions), existing documentation availability, and ongoing support expectations. The city seeks a comprehensive solution that includes not just system design and construction, but also a 5-year support and maintenance contract. Notable details include partially completed as-built documentation, most remote site P&IDs and electrical schematics being available, and nearly all current SCADA screens being included in the RFP documents. The city remains flexible on contract details, indicating that specifics like liquidated damages will be determined after receiving vendor proposals, and encourages proposers to offer solutions they believe are in their best interest.

SCADA System Design-Build Services

RFP-RH-23-058

Addendum 2

Dated: December 14, 2023

This document and its attachments are considered Addendum #2 to the Request for Proposals for SCADA System Design-Build Services – RFP-RH-23-058.

Answers to submitted questions have been prepared and constitute Addendum #2 for the above project.

Questions and Answers

1. Question: The City is asking for a design build contract. However, you are requiring the construction work to be bid out to three constructors. As such, that leaves only Design firms with the proper licensing to perform the work. Constructors that would normally take the prime role on this work will not be willing to bid.

Answer: In order to clarify the statement made in the question above, what the City is requiring is that the components that will have to be purchased to build the system be bid out. The Design-Build Team is who you are presenting as your team in the initial proposal.

The City is not asking for that to be bid out.

a. May we propose an alternative approach that would eliminate the need for the design firm to have the licensing and construction bond capacity. We have E &O insurance to protect against flaws in our design and the constructor will have the necessary licenses and bond capacity to protect against issues there.

Answer to ‘a’: As indicated in the Pre-Proposal meeting as well as within the RFP document. This is a Request for Proposal and the proposer can offer any solution they feel is appropriate and in the best interest of their firm. The City will evaluate all proposals received and they will be evaluated according to the criteria established within the Request for Proposal.

b. As this is a minimum requirement, we need assurances that we will not be disqualified by offering this approach.

Answer to ‘b’: Please see the answer to 1a above.

2. Question: Page 6 – Preconstruction Phase: 2. Review of prior projects – How many prior projects and what were their scopes? We would like to be able to determine the order of magnitude of this item. Can you provide a list or other information regarding these prior projects?

Answer: The RFP provided information from the two prior projects (see Appendices A & B) that were constructed to improve the SCADA system.

3. Question: Page 6 – Preconstruction Phase: 4.b. does the city have a current master plan or population data to use as a foundation for projecting the needs of the water utility? A quick search of the city’s did not yield any results.

Answer: Yes, the City’s master plan was updated in 2018. It is available on the City’s website:

4. Question: Page 7 – Implementation Phase 10. Just clarifying that “System” used here is the SCADA System and not the water system.

Answer: Yes. Scada system is correct. We are not asking for any work related to the City’s water system.

a. Also, confirming the word “ensue” is actually “ensure”

Answer to ‘a’: Yes. It should be ensure.

5. Question: Page 7 – Implementation Phase Item 14. What is the City’s expectations of the ongoing support and maintenance contract? What services do they expect to receive? Is there a sample contract for this that is being used currently?

Answer: The expectation is that the awarded team would manage all services related to keeping the complete system functional and up to date. Final details would be work out through contract negotiations.

6. Question: Can the city provide an estimate of the level of existing documentation available and its accuracy?

Answer: Yes the city has partially completed as-builts. Some minor modifications have been made at a few locations without documentation.

a. P&IDs for remote sites showing all instrumentation

Answer to ‘a’: Most of the remote sites are available.

b. Electrical Schematics

Answer to ‘b’: Same answer as ‘a’.

c. Network Diagrams

Answer to ‘c’: Included in RFP, page 39.

d. Are these files available electronically?

Answer to ‘d’: Not all are digital. Some are hard-copies.

7. Page 11 – Section 5 – Evaluation Criteria 2

a. Please clarify this statement “Discuss how design and construction processed will interface….”

Answer to ‘a’: The word should be process and not processed.

8. Question: Attachment D – What is Phase 1B Non-SCADA Design? It appears from Attach

E that this is only referencing the Control Room work(?). Please confirm there are no other work packages in this number.

Answer: That is correct. It is related to any work that is not attributable to the SCADA System components.

9. Question: Attachment G – Please confirm Document 545 License Agreement is not relevant to bidders. This document appears to be for the City to agree to and sign. Page 1-10.

Answer: Correct. Document is provided for reference.

10. Question: Attachment G – Progressive Design Build Contract – many options in this template have not been completed by the City. Basic things like whether there are liquidated damages need to be determined before bids are submitted. We are unable to provide exceptions to a contract that is full of options for the city to determine.

Answer: The City is not able to determine the amount of liquidated damages until a price is given for a project. There is terminology within the contractual document that provides enough information for a potential proposer to take exception to. Liquidated damages are based on the cost and risk of the project. Until the City understands what is being proposed by a vendor those items cannot be completed.

11. Question: We have the same question (our #9) with Attachment H License Agreement for

Doc 535.

Answer: See answer to #9 above.

12. Question: Are all of the current SCADA Screens in the RFP documents?

Answer: Not all, but nearly all.

13. Question: As it relates to the control room:

a. What are the approximate dimensions of the room where the new control room would be located?

Answer to ‘a’: 10ft by 13ft.

b. How many operator positions is the City expecting at the console?

Answer to ‘b’: Two (2).
