About this opportunity

The Virginia Commercial Space Flight Authority is requesting proposals for SCADA integrator professional services to support Supervisory Control and Data Acquisition implementation at the Mid-Atlantic Regional Spaceport (MARS) on Wallops Island, Virginia, with proposals due June 24, 2026 at 4:00 p.m. Eastern time under RFP 26.130300-003-028 (Amendment 02 posted June 17).

The scope encompasses engineering deliverables and hands-on configuration and commissioning support for a multi-site SCADA solution using Inductive Automation Ignition 8.3.1 with the Perspective module as the mandated platform. Phase 1 deploys a hub-and-spoke architecture across four sites with approximately 2,000 tags and 15 screens per site, requiring redundant servers at the hub and each spoke, network redundancy with physically diverse paths, gateway redundancy, and historian redundancy. The contractor must develop comprehensive alarm systems addressing process, communication, power, safety, and system categories with four priority tiers and notification methods including heads-up display and email. Training deliverables include one half-day session each for operators and administrators with PowerPoint materials. All deliverables, issue tracking, and documentation must be managed within VCSFA's GitLab environment post-award. The contract requires a GitLab repository, comprehensive Ignition artifacts, test evidence, training materials, and lifecycle cost summaries sufficient for VCSFA to operate and maintain the system without vendor lock-in.

Work completion and acceptance is due December 1, 2026, with earlier completion viewed favorably in evaluations. The baseline on-site support plan includes three trips totaling 9–13 days: kickoff and architecture workshops (2–3 days), bench validation (2–3 days), and site validation across four sites (5–7 days). The contract is fixed-price for Phase 1 deliverables with not-to-exceed travel costs; additional services are available on a time-and-materials basis using fully burdened hourly rates. Offerors must price 14 deliverables with estimated hours and fully burdened hourly rates, plus a required priced option (OD1) for Site 4 one-way optical data diode solution. Proposals remain valid for 60 days from submission.

Evaluation priorities are relevant Ignition-based multi-site SCADA integration experience, technical approach and SOW compliance, schedule and execution plan, price and total evaluated cost, and key personnel qualifications. Preference is given to offerors registered in the Inductive Automation Integrator Program with the highest certification level. Compliance with Virginia Fair Employment Contracting Act, federal and state information security and data privacy laws, ITAR export control requirements, and FAR federal clause flowdowns is mandatory. VCSFA will designate a Software Quality Auditor for independent deliverable review. Active DDTC registration is not required for participation.
