RFP Summary: SCADA Integrator Services

This Request for Proposals (RFP) is issued by the Virginia Commercial Space Flight Authority (VCSFA), a political subdivision of the Commonwealth of Virginia, seeking professional services for Supervisory Control and Data Acquisition (SCADA) implementation at the Mid-Atlantic Regional Spaceport (MARS) in Wallops Island, Virginia. The VCSFA requests that an integrator provide engineering deliverables and hands-on configuration and commissioning support for a multi-site SCADA solution using Inductive Automation Ignition as the required platform. Phase 1 of the project focuses on read-only monitoring and data logging across four sites (Site 1 as hub, Sites 2-4 as spokes), with approximately 2,000 tags and 15 screens estimated per site. The solicitation was released on May 21, 2026, with questions due by June 2, 2026, and proposals due on June 17, 2026, at 4:00 p.m. Eastern time. VCSFA requires work completion and acceptance by December 1, 2026, with earlier completion viewed favorably in evaluations. The baseline on-site support plan includes three trips totaling approximately 9-13 days, with the first trip comprising kickoff and architecture workshops (2-3 days), the second for bench validation (2-3 days), and the third for site validation sequenced across the four sites (5-7 days). No bidder's conference is mentioned in the solicitation. Proposals shall remain valid for 60 days from submission.

The contract structure is fixed-price for all Phase 1 deliverables with not-to-exceed travel costs, with VCSFA authorizing additional services on a time-and-materials basis using fully burdened hourly rates established in the contract. Offerors must provide separately priced deliverables (D1 through D14) with estimated hours per key personnel and fully burdened hourly rates, along with a not-to-exceed travel cost estimate. A required priced option (OD1) for Site 4 one-way transfer/diode solution must also be included. The evaluation criteria, in order of priority, are relevant experience with Ignition-based multi-site SCADA integration, technical approach and SOW compliance, schedule and execution plan, price and total evaluated cost, and key personnel qualifications. VCSFA is not obligated to pay any costs incurred by offerors in preparing proposals. The contract includes mandatory compliance with Virginia Fair Employment Contracting Act provisions, federal and state information security and data privacy laws, ITAR export control requirements, and FAR federal clause flowdowns. VCSFA will designate a Software Quality Auditor for independent review of deliverables, and the contractor must maintain a GitLab repository and provide comprehensive documentation including Ignition artifacts, test evidence, training materials, and lifecycle cost summaries sufficient for VCSFA to operate and maintain the system without vendor lock-in. Preference is given to offerors registered in the Inductive Automation Integrator Program with the highest certification level.

3. Disclosure constraints that could affect schedule.

• A final schedule will be negotiated between the selected Integrator and VCSFA.

h. Risks: Offerors shall identify known or perceived risks, uncertainties, or information gaps that could affect cost, schedule or performance. For each risk identified, describe the nature of the risk, whether the risk is Contractor-controlled, Owner-controlled or shared, and the potential cost or schedule impact.

i. Alternative Approaches

a. If the Offeror has innovative ideas or alternative approaches to accomplishing the Scope of Work that differ from the approach outlined in VSA’s Statement of Needs, they may be outlined here with an explanation why such an approach may be beneficial to VCSFA and any cost and/or schedule differential implicated by the approach.

i. Proposals/quotes of lower-tier subcontractors, if any.

VCSFA reserves the right to reject any and all proposals; to waive minor informalities in proposals or request additional information from Offerors; or to select the proposal that in VCSFA’s judgment best accomplishes the purpose of the request.

Discussions or Oral Presentation. VCSFA may choose to engage highly ranked Offerors after the proposal evaluation stage to participate in discussions and/or oral presentations, during which Offeror may be asked to clarify or elaborate on aspects of their proposals. Offeror evaluations and rankings may be further modified based discussions/oral presentations.

Negotiations. VCSFA will select one or more Offerors that it deems to be fully qualified and best suited based on the evaluation of proposals and any additional discussions/oral presentations, in accordance with the criteria included in this RFP. VCSFA may then conduct negotiations with the Offerors so selected. VCSFA shall consider price, but it will not be the sole determining factor in the selection. Negotiations may result in mutually agreed upon modifications of the RFP and/or the Offeror’s proposal. VCSFA may cancel this RFP or reject Proposals at any time before the award and is not required to furnish a statement of the reason VCSFA did not deem a particular Offeror the most advantageous. Should VCSFA determine in writing and in its sole discretion that only one Offeror is fully qualified, or that one Offeror is clearly more highly qualified than the others under consideration, VCSFA may negotiate a contract or award a contract without further negotiation to that Offeror.

Award. VCSFA shall select and award a contract to the Offeror that, in its opinion, presents the best overall value to VCSFA, in accordance with the evaluation criteria.

VI. GENERAL TERMS AND CONDITIONS

The following terms and conditions are incorporated into this solicitation:

Attachment B

Attachment C – Scope of Work

RFP 26.130300-003-028

1.0 Background

Virginia Commercial Space Flight Authority (“VCSFA” or “Virginia Spaceport Authority” or “VSA”) requests proposals for professional services to support Supervisory Control and Data Acquisition (SCADA) implementation at the Mid-Atlantic Regional Spaceport (MARS).

The contractor (Integrator) shall provide engineering deliverables and hands-on configuration and commissioning support for a multi-site SCADA solution using Inductive Automation Ignition as the required platform. The Scope of this contract is limited to what is referred to herein as “Phase 1,” which will focus on data ingestion, visualization and recording for select sites within the Mid-Atlantic Regional Spaceport (MARS) Complex, referred to herein as “Site 1,” “Site 2,” “Site 3,” and “Site 4.” Phase 1 is strictly read-only monitoring and data logging. No command/control, writebacks, or setpoint changes are permitted in Phase 1. Phase 2, which is outside of the scope of this contract, will expand capabilities to read and write for Phase 1 Sites as well as additional sites within the MARS Complex.

2.0 Scope

2.1 In-Scope Sites

MARS is a multi-site location requiring inter-site communications ability that will be completed in multiple phases. This initial scope shall be considered as Phase 1 and only utilized for read-only monitoring and data logging. No command/control, writebacks, or setpoint changes are permitted in Phase 1. Phase 1 scope includes the following Sites, which are facilities located within the MARS Complex. Physical separation between sites is nominally between 0.25 to 3 miles, connected primarily through a fiber optic network.

1. Site 1 (hub)

2. Site 2 (spoke)

3. Site 3 (spoke)

4. Site 4 (spoke)

Implementation sequence: VCSFA intends to implement and validate Phase 1 in the following order: (1) Site 1 hub and Site 2 integration, (2) Site 3 integration, (3) Site 4 integration.

For the purposes of proposal preparation, Offerors should estimate roughly 2000 tags and 15 screens per Site. Actual tag or screen numbers may differ and will be provided to the Awardee.

2.2 In-Scope Outcomes

The Phase 1 solution shall achieve, at minimum:

1. Telemetry for the approved Phase 1 tag sets is visible at Site 1 (hub) in real time and matches source values within defined tolerances. A list of Phase 1 tag sets will be provided to the awarded offeror.

2. Historian logging is enabled for the Phase 1 tag sets and meets minimum retention requirements.

3. Stale or missing telemetry detection is implemented, visible to operators, and verified in testing.

4. Read-only enforcement is implemented and verified.

5. Backup and restore processes are documented and demonstrated.

6. Operator dashboards, trends, and basic alarming are implemented for Phase 1 use cases.

7. Project deliverables and handover artifacts are complete and sufficient for VCSFA to operate and maintain the system without vendor lock-in.

8. SCADA related databases required for tracking tags, historians, bills of materials, that reside on the hypervisor

2.3 Out-of-Scope

Unless explicitly included as a priced option or written contract line item, out-of-scope includes:

1. Command/control, writebacks, remote control, or setpoint changes.

2. Expansion to sites beyond the Phase 1 sites.

3. Data warehouse integration.

4. Electrical construction, field wiring, conduit work, and rack installation work performed by contractor trades.

5. Classified-to-unclassified transfer solutions except as the separately priced option defined in Section 10.0.

6. Data warehouse, which will synchronize with SCADA related databases

3.0 Contracting and Execution Model

3.1 Contract Type

VCSFA’s intended structure is:

1. The Contract will be fixed price for all Deliverables (as defined in Section 7.0) through completion and acceptance of Phase 1 Services. VCSFA may authorize additional services on a Time and Materials (T&M) basis using fully burdened hourly rates established in the Contract. Contractor shall be available to provide on-call support on a T&M basis for a period of up to three (3) months following completion of Phase 1 Services.

3.2 Responsibility Split

1. VCSFA is responsible for procurement and ownership of core platform items, including Ignition licensing and server or virtual machine infrastructure.

2. VCSFA is responsible for site access coordination, safety compliance, and internal information technology (IT) approvals.

3. The Integrator is responsible for the contracted deliverables and for providing configuration and commissioning support sufficient to meet the acceptance criteria.

4. VCSFA will designate a Software Quality Auditor responsible for independent review of Integrator-delivered software and configuration artifacts and test evidence for acceptance.

5. The Integrator shall support the Software Quality Auditor by providing timely access to required artifacts (including VCSFA GitLab repository history, Ignition exports and backups, scripts, interface mappings, test cases, executed evidence, and defect or issue logs) and by participating in quality reviews as requested.

3.3 Installation and Commissioning Boundary

1. VCSFA will perform or directly manage physical installation activities such as rack/stack, cabling, and field integration unless explicitly included as a priced contract line item.

Note on Tasks and Deliverables There is a logical correspondence between the numbered tasks and the numbered deliverables, but the SOW is not written so that “Task 1 = D1, Task 2 = D2, Task 3 = D3,” and so on. Instead, the tasks are the work activities, and the deliverables are the outputs that come out of multiple tasks.

The approximate correspondence is presented below.

• Task 1 (kickoff / execution planning / GitLab / remote access) supports D1 and parts of D13.

• Task 2 (architecture review) supports D6 and feeds D10.

• Task 3 (hardware BOM review) maps to D5.

• Task 4 (site ICDs / interface troubleshooting) maps to D3 and feeds D4.

• Task 5 (Ignition build/configuration) feeds D2, D6, D7, and D8.

• Task 6 (test planning / commissioning / evidence) feeds D9 and D14 and supports acceptance.

• Task 7 (training / knowledge transfer) maps directly to D11.

• Task 8 (cybersecurity evidence support) does not have a clean standalone deliverable number; it is mostly absorbed into D14 and the release/evidence package structure.

The correspondence is many-to-many, not 1-to-1.

• Tasks describe how the work gets done

• Deliverables describe what must exist at acceptance
