About this opportunity
The Long Beach Utilities Department is requesting proposals for SCADA and radio communication network support services covering Natural Gas, Water, and Sewer divisions, with proposals due March 18, 2024 at 11:00 AM Pacific Time and questions due March 5, 2024.
The scope encompasses technical support, maintenance, engineering integration, and 24/7/365 emergency response for SCADA systems, programmable logic controllers, human machine interfaces, and radio/microwave communication networks across multiple facilities. The contractor must provide local staff with offices within 60 miles of the Groundwater Treatment Plant capable of responding onsite within one hour to emergency calls. Estimated workload is 40–80 hours per week. The contractor must demonstrate five years of experience providing SCADA and radio communication network services, with the immediate past three years documented.
The initial contract term is 12 months from Notice to Proceed, with two optional one-year renewal periods, not to exceed 36 months total. Price increases in renewal periods are capped at the Los Angeles-Riverside-Orange County Consumer Price Index for non-labor costs and require documentation justifying increases.
Pricing must be submitted as a separate cost proposal with detailed fixed rates by staff classification (SCADA Integrator, PLC Controls Specialist, Radio Communication Specialist) and identified miscellaneous costs; no markups are permitted on reimbursable items or subcontractor expenses. A proposal bond of not less than $20,000 is required. The contractor must maintain comprehensive general liability insurance of $1 million per occurrence and $2 million aggregate, with automobile and workers' compensation coverage; the City and Board of Utilities Commissioners must be named as additional insureds.
The procurement is not subject to minority or women-owned business enterprise set-asides, though the City encourages participation of disadvantaged, minority, and women-owned businesses. Addendum 1, issued March 12, 2024, requires bidder acknowledgment with signature and establishes submission procedures via the Long Beach Buys portal. A Notice of Intent to Award dated March 21, 2024 identifies Mitra Automation, Inc. and Mako Automation, Inc. as selected vendors, pending formal contract execution.
