About this opportunity
The South Carolina Department of Transportation (SCDOT) is soliciting bids for the SC 116 at S-597 Intersection Improvement Project, a federal-aid highway construction project, with bids due September 9, 2026 at 2:00 p.m. Only contractors holding a current SCDOT prequalification certificate are eligible to bid.
The scope encompasses intersection improvements spanning approximately 0.3030 miles, including mobilization, clearing and grubbing, asphalt pavement removal and replacement, unclassified and borrow excavation totaling 9,780 cubic yards, fine grading, milling, asphalt base and surface courses, stained concrete pavement, stormwater drainage infrastructure with catch basins and junction boxes, concrete curbing and sidewalks totaling approximately 2,355 linear feet, pedestrian ramps, roadway lighting design and installation with eight 35-foot light standards, traffic control, and permanent pavement markings. The project also requires large public water relocation work under Section 105, necessitating a contractor selected from SCDOT's prequalified utility contractor list; contractors seeking utility-work approval must submit the Utility Subcontractor Approval Form signed by the utility owner no later than seven days prior to letting (by September 2, 2026).
Project completion is scheduled for May 31, 2028. The project is funded entirely through federal sources and carries a 0.00% DBE goal. All work is subject to Davis-Bacon wage rates predetermined by the Secretary of Labor, Title VI of the Civil Rights Act, the Fair Labor Standards Act, and the Work Hours and Safety Act of 1962 as amended.
Bids must include a bid bond equal to 5% of the approximate bid amount, submitted electronically through the BidX system in SCDOT Form 674 from a surety satisfactory to SCDOT. The apparent low bidder must submit utility worksheets and prequalified utility subcontractor names to SCDOT's Contract Administration office within three business days following letting. Proposal documents, plans, and bid forms are available through the Bid Express website and SCDOT Construction Extranet as of August 9, 2026, with hardcopy versions available through Engineering Publications. Contact the Contract Administration Office at (803) 737-7469 for questions.
