The SC 116 at S-597 Intersection Improvement Project involves comprehensive roadway reconstruction and intersection enhancement work spanning approximately 0.3030 miles with a project completion deadline of May 31, 2028. Work items include mobilization, clearing and grubbing, asphalt pavement removal and replacement, unclassified and borrow excavation totaling 9,780 cubic yards, fine grading, milling, asphalt base and surface courses, stained concrete pavement, stormwater drainage infrastructure including catch basins and junction boxes, concrete curbing and sidewalks totaling approximately 2,355 linear feet, pedestrian ramps, roadway lighting design and installation with eight 35-foot light standards, traffic control, and permanent pavement markings. The project also requires large public water relocation work under Section 105, necessitating a contractor from SCDOT's prequalified utility contractor list; contractors seeking approval must submit the Utility Subcontractor Approval Form signed by the utility owner no later than seven days prior to the letting date of September 9, 2026 at 2:00 p.m. The proposal documents, plans, and bid forms became available on August 9, 2026, through the Bid Express website and SCDOT Construction Extranet, with hardcopy versions available through Engineering Publications.

The project is funded entirely through federal sources and carries a 0.00% Disadvantaged Business Enterprise (DBE) goal. Bids must be accompanied by a bid bond in the amount of 5% of the approximate bid amount, submitted electronically through the BidX system in SCDOT Form 674 from a surety satisfactory to the Department. Only contractors holding a current SCDOT prequalification certificate are eligible to submit bids. The project is subject to federal-aid requirements including Title VI of the Civil Rights Act of 1964, Davis-Bacon wage rates predetermined by the Secretary of Labor, the Fair Labor Standards Act, and the Work Hours and Safety Act of 1962 as amended. The apparent low bidder must submit utility worksheets and prequalified utility subcontractor names to SCDOT's Contract Administration office within three business days following the letting. SCDOT reserves the right to reject any or all proposals and waive any technicalities.
