About this opportunity

The State of Maryland's State Highway Administration is soliciting bids on on-call roofing inspection, maintenance, and repair services at the SHA Hanover Complex in Anne Arundel County, with bids due July 28, 2026, and a mandatory site visit on July 7 at 11:00 a.m. This is a Small Business Reserve procurement restricted to certified small businesses under Maryland State Finance and Procurement Article 14-501 through 14-505, with certification required from the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs.

The scope encompasses twice-annual roof inspections (spring and autumn), preventative maintenance, and repairs across multiple roof types—bituminous built-up roofing, asphalt shingles, and sheet metal systems—at 7491 Connelley Drive, Hanover, Maryland. Inspection work is billed as firm fixed-price; maintenance and repairs are determined case-by-case on a time-and-materials basis. Bidders must hold a General Contractor's License, demonstrate a minimum of five years of commercial roofing experience, maintain General Liability insurance of $1,000,000 per occurrence/$3,000,000 annual aggregate and Workers' Compensation Insurance of at least $1,000,000 per occurrence, hold membership in good standing with the National Roofing Contractors Association and Maryland Roofing Contractors Association, and be licensed by Firestone, GAF, Johns Manville, Owens Corning, Koppers, and Sarnafil.

The contract term is five years with Notice to Proceed to be determined. A 15 percent MBE subcontracting goal has been established, including specific subgoals for African-American (0%), Asian-American (3%), Hispanic-American (2%), and Woman-Owned (10%) MBEs. Award will be made to the responsive and responsible bidder submitting the lowest total bid price. The pre-bid conference is scheduled for July 7, 2026, at 10:00 a.m. with in-person and virtual attendance options. Questions are due July 13, 2026, at 3:00 p.m. No federal funding is associated with this procurement.
