About this opportunity

The California Department of Transportation (Caltrans), Division of Procurement and Contracts, is requesting price quotes for irrigation smart controller removal and installation services across San Diego County under an Invitation for Price Quote (IFPQ), with quotes due September 4, 2026 at 2:00 p.m. Pacific Time. This solicitation is set aside exclusively for certified Small Businesses (SB), Micro Businesses (MB), Small Businesses for Public Works (SB-PW), or Disabled Veteran Business Enterprises (DVBE) registered with the California Department of General Services — a restrictive set-aside that eliminates all other bidders.

The scope covers removal of 23 existing Rainbird/Galcon smart controllers and installation of 23 new Calsense CS3000 smart controllers at multiple locations across approximately 3,500 acres of Caltrans right-of-way in San Diego County, including Routes 5, 8, 15, 54, 76, 94, and 805. Services include testing, diagnostics, troubleshooting of new controllers, and evaluation of controller alerts with repairs as needed. The contractor must furnish all labor, equipment, tools, parts, materials, supplies, travel, and disposal.

At time of quote submittal and continuously thereafter, the bidder must hold a valid C-27 Landscaping License or Class A General Engineering license from the California Contractors State Licensing Board and valid Department of Industrial Relations registration. The total bid amount must not exceed $484,000 and must include pricing for three line items: controller removal, installation, and evaluation and repair services. State prevailing wages apply if the bid exceeds $15,000. A Payment Bond equal to 100 percent of any Service Request exceeding $25,000 is required prior to work commencement. The contractor must maintain comprehensive insurance including general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million combined single limit), and workers' compensation with additional insured endorsements naming Caltrans and the State of California. The estimated agreement term runs November 2, 2026 through December 31, 2027, with routine services Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding State holidays. Written questions are due August 28, 2026, and the estimated award date is September 11, 2026.
