About this opportunity
Sacramento County is seeking a professional consulting firm to provide SB 90 External Claiming Services through a Request for Proposal (RFP) issued by the Department of Finance. The primary objective is to prepare and submit state mandate cost reimbursement claims to the California State Controller, develop indirect cost rate proposals (ICRPs) compliant with Federal Office of Management and Budget 2-CFR-Part 200 rules, and assist with test claim preparations to the state mandates commission. Proposers must demonstrate at least three years of experience providing SB 90 State Reimbursement Program services to California counties and submit comprehensive documentation including project approach, personnel qualifications, customer references, and a cost spreadsheet. The proposal is due by 3:00 p.m. PDT on February 9, 2024, with an anticipated contract execution on May 7, 2024, and initial operational capability on May 8, 2024. The contract will span three fiscal years (2023-24, 2024-25, and 2025-26) with potential for two additional one-year extensions. Evaluation will prioritize service quality and project understanding over cost, with the current SB 90 program claims totaling $3,786,333 for fiscal year 2021/22.
While no specific set-aside designations are explicitly mentioned, proposers must provide comprehensive insurance coverage and demonstrate financial stability and legal compliance. The scope of work covers various state mandates including crime victim services, domestic violence policies, peace officer procedures, and sexual assault evidence kit testing. The procurement encompasses jurisdictions in Sacramento County and San Francisco City, suggesting a multi-county service approach. Proposers will be expected to handle complex claim preparation and submission processes, working closely with county finance departments to maximize state reimbursements. Although a specific budget range is not detailed, the current claims value of $3,786,333 provides insight into the potential contract value. The RFP indicates that the selected contractor will play a critical role in helping the county recover costs for mandated programs, requiring a high level of expertise in state reimbursement processes and regulatory compliance.
