About this file
This Request for Proposal (RFP) is issued by the Sacramento County Department of Finance for SB 90 State Reimbursement Claim Services. The County is seeking a professional consulting firm to prepare and submit SB 90 Cost Claims to the California State Controller for state mandate reimbursements, develop compliant indirect cost rate proposals (ICRPs), and assist with test claim preparations. The contract will span three years, covering fiscal years 2023-24, 2024-25, and 2025-26, with potential for two additional one-year extensions. Proposals are due by 3:00 p.m. PDT on February 9, 2024, with an anticipated contract execution on May 7, 2024, and initial operational capability on May 8, 2024.
The RFP requires proposers to have at least three years of experience providing SB 90 State Reimbursement Program services to California counties. Proposers must submit detailed documentation including a project approach, personnel qualifications, customer references, and a cost spreadsheet. The County emphasizes that cost will not be the primary selection factor, instead focusing on overall service quality and understanding of the project. Proposers must also provide comprehensive insurance coverage, comply with county requirements, and demonstrate financial stability and legal compliance.

The County of Sacramento has partnered with Bank of America to implement a card payment program, ePayables, offered to County’s suppliers/contractors/vendors. This preferred payment method will reduce paper waste and expedite payments to recipients. Traditional forms of payment
(hardcopy checks) remain.
ePayables will not affect payment terms and conditions of any existing agreement. Once an invoice is approved for payment, an electronic remittance advice will be sent to the recipient’s email instead of a hardcopy check. The remittance advice will include statement-type information such as: invoice numbers, dates, and invoice amounts.
