About this opportunity
The Public Service Commission of Maryland (PSC) is issuing a Request for Proposals (RFP) to hire a qualified consultant to develop a Renewable Energy Certification (REC) Web Portal. The new system will provide an online experience that facilitates the registration process for qualified renewable energy facilities, primarily PV solar applications. The portal will transport all historical data, automate application processing, generate reports, and incorporate features such as application status tracking, payment processing, and document storage. The PSC received an average of 830 PV Solar (SREC) applications per month in 2023, the majority of which are residential rooftop systems. The contract is expected to commence on December 1, 2024 for a 2-year term, and the successful offeror will be awarded a State of Maryland Purchase Order. Proposals will be evaluated based on the offeror's qualifications, capabilities, work plans, approach, and references, with pricing provided as a firm fixed price for each deliverable and fully loaded hourly rates.
The RFP includes requirements related to minority business enterprise (MBE) and veteran-owned small business enterprise (VSBE) participation, as well as compliance with Maryland's living wage and green purchasing laws. The procurement is open to all qualified vendors, with no incumbent or current contractors listed. The total budget or award value for this contract opportunity is not explicitly provided, but is expected to be commensurate with the scope of work and the PSC's historical application volume and processing requirements.
Opportunity text
The Public Service Commission of Maryland (Commission, PSC) is issuing this Request for Proposals (RFP) to hire a qualified consultant to develop a Renewable Energy Certification (REC) Web Portal. The new system will provide an online experience that facilitates the registration process for qualified renewable energy facilities. The database is expected to be cloud-based. A user interface currently exists for applicants to file their applications electronically. The applications are then reviewed by Commission staff for completeness and a weekly report is generated and sent to PJM Environmental Information Services (PJM-EIS), also known as GATS (Generator Attribute Tracking System). Data flow and decision trees can be found in the appendix to this document. The Commission received an average of approximately 830 PV Solar (SREC) applications per month in 2023. The majority of these are residential rooftop systems.
