About this file
This document is a data request from the Maryland Public Service Commission (PSC) regarding SREC applications greater than 1 MW DC. The data request applies to systems that are collocated or interconnected with the electric grid, and seeks information on PJM queue positions, Interconnection Agreements (IAs), Certificates of Public Convenience and Necessity (CPCNs), community solar project registrations, system specifications, net metering arrangements, and compliance with environmental and administrative requirements. The PSC is requesting this information to ensure the reliability and stability of the electric grid and compliance with COMAR regulations.
The document provides a sample data request letter that applicants should use to address the questions individually, including providing supporting documentation such as as-built drawings. The data request specifies that the projects must be standalone generating systems, not collocated, and that the eligible customer-generator is Carrol County, Maryland. The projects are net-metered and qualify for aggregate net metering, with a line voltage of 45KV at the point of interconnection.

The following data request applies to SREC applications greater than 1 MW DC. This information is required to assure the reliability and stability of the electric grid and compliance with COMAR regulations. Please make sure that your original documents remain as part of the application. This data request has been reviewed by PSC legal counsel.
1. Is this system collocated with other systems which total more than 2 MW? Please explain.
2. Do you have a PJM queue position for this project? If so,
a) What is the interconnection queue number?
b) Have you executed an IA or WMPA agreement?
i. Which agreement have you executed?
ii. Please provide the cover page and signature page with date (not the whole document)
iii. At your point of interconnection with the grid, what is the line voltage?
c) Do you intend to sell the output on the wholesale market? Please explain
3. Do you have a Certificate of Public Convenience and Necessity (CPCN) or CPCN exemption for this project?
a) Please provide the case number and order number.
b) What is the permissible rating for this project?
4. Is this a registered community solar project (CSEG)? Different regulations apply to CSEGs according to
COMAR 20.62.
a) What is your community solar project registration number?
b) Please describe the customer class for the subscriptions.
5. Is the AC output limited to 2 MWs AC for this project? Please provide a copy of the as-built drawing that shows the specification block for the AC output of the system. A complete set of as-built drawings is not necessary.
6. Is this project fixed tilt or a tracking system? This can affect the maximum AC output of the system?
Please explain.
7. Is the output of this system limited by the inverter? Please explain.
8. Are these projects net metered, aggregate net metered, or virtually net metered according to COMAR 20.50.10? Please explain.
9. Can the reactive power of this project be controlled remotely? Please explain. Future regulations are expected to require this function for smart inverters.
10. COMAR 20.61.02.01B(7) for SREC applications requires Certification that the applicant is substantially in compliance with all applicable environmental and administrative requirements under Public Utilities Article 7-704, Annotated Code of Maryland. 1. Is this system collocated with other systems which total more than 2 MW? Please explain.
No. These projects are considered co-located. Each of the projects was designed and built separately and distinctly. Each of the projects has its own interconnection agreement with [utility provide] and will be operated independently of one another as two separate standalone generating systems. Maryland Interconnection Agreement Certificates of Completion have been issued and executed for each.
2. Do you a PJM queue position for this project? If so, The projects are net-metered and qualify for aggregate net metering. The eligible customer-generator is Carrol County, Maryland. There is no interconnection queue.
a. Do you have a signed IA or WMPA agreement? N/A
