About this opportunity

The City of Lawrenceville is requesting sealed bids for the complete demolition of a commercial building at 38 Reid Street, Lawrenceville, Georgia, with bids due July 9, 2026 at 2:00 p.m., a mandatory pre-bid conference and site visit on June 23, 2026 at 10:00 a.m., and questions due June 25, 2026 at 3:00 p.m. (SB028-26).

Bidders must demonstrate at least three similar contracts of no less than $100,000 each completed within the past five years in Georgia and hold or contract with a holder of a State of Georgia Asbestos Abatement License — the latter a decision-flipping requirement given confirmed asbestos presence.

The subject is an L-shaped, single-story commercial building built in 1930, approximately 3,612 square feet, with concrete block crawl space and wood-framed superstructure. The scope encompasses demolition of all building structures including floor slabs, drains, lifts, concrete footpaths, septic tanks, debris, containers, signs, trees, and shrubs. Asbestos surveys identified chrysotile asbestos in roofing tar, popcorn ceiling texture, and floor tiles; lead paint surveys identified lead paint on window frames. The asphalt parking area and fencing are to remain undisturbed. Site work includes grading, backfilling, compacting, final seeding and straw application, and proper disposal of all demolition debris under Georgia Comprehensive Solid Waste Management Act regulations. The contract requires completion within 30 consecutive calendar days from Notice to Proceed.

Bidders must submit bids in duplicate with a 5% bid bond, non-collusion affidavit, and statement of qualifications. The successful contractor must provide 100% payment and performance bonds with surety companies holding A.M. Best rating of A-5 or greater and federal certificate of authority. Insurance requirements include statutory workers' compensation, $1,000,000 commercial general liability, $500,000 auto liability, and $1,000,000 umbrella liability, with the City as additional insured. Liquidated damages are $500 per day for failure to substantially complete within contract time. The contractor must execute the contract and provide all bonds and insurance within ten days of award notification.
