About this opportunity
The California Department of Transportation (Caltrans) is soliciting competitive bids for Contract No. 10A2776, a small infrastructure project involving the installation of a flashing beacon system in Tuolumne County on State Route 49 near Sonora. The project scope includes installing flashing beacons, signs, and solar power systems along a specific roadway segment from 0.1 mile south of Ponderosa Lane to 0.1 mile north of S. Forest Road. Key deliverables include traffic control system implementation, construction area signage, lead compliance plan execution, water pollution control program management, and the installation of a comprehensive flashing beacon system. The project has a defined timeline of 20 working days for completion, with quotes due by March 20, 2025, at 2:15 p.m. Bidders must submit proposals electronically to arlena.tedder@dot.ca.gov, with detailed line-item pricing for 12 specific work components. The estimated project value is approximately $140,000, and the evaluation will focus on selecting the lowest responsible contractor who fully complies with all specified requirements.
This procurement is specifically designated for certified Small Businesses, with contractors required to possess either a Class A or applicable Class C license at the time of quote submission. While no specific Disabled Veteran Business Enterprise (DVBE) contract goal has been established, Caltrans encourages DVBE participation. Important restrictions include an absolute bid ceiling of $461,000, beyond which proposals will be automatically rejected under Public Contract Code 10105(b). Successful bidders will be required to provide payment bonds and insurance upon contract award. The project demands compliance with environmental stewardship measures and coordination with existing utilities. Contractors must also have a current Department of Industrial Relations registration and be prepared to manage potential risks, including liability for damages if they refuse to execute the contract. The solicitation notes that bids from contractors currently in default with Caltrans may be deemed non-responsive and summarily rejected.
